The Research On Present Situation And Optimized Plan For Implementation Of<Temporary Social Aid Act> In Guilin City

It has been two years since the release and implementation of the<Temporary Social Aid Act>,and the relative regulations about the social aid system have been executed in allmost every corner of the state.The experimental programs and the so called 'Sunshine Aid' measures have greatly helped the government building the internal social aid system with an outstanding Chinese character.For the current moment,it's a necessary issue to examine the actual effect of<Temporary Social Aid Act>,as it not only helps consummating the social aid system,but also meet the requirements of accelerating the process of making the<Social Aid Act>come into force.For the reasons above,this research takes significant importance in both the theory and practice.This thesis focused on the study of social aid theory and practice by using the materials much related to the Guilin City and the<Temporary Social Aid Act>.The direct purpose of this thesis is about the discussion of the problems and issues that existed in the implement process of<Temporary Social Aid Act>in Guilin.By analyzing these problems and issues,the author has made her own suggustions and advices,aim to push forward the steps for regulating the social aid procedure,help to range the duty into each department more clearly and make the social aid system in Guilin better than before.Altogether,this thesis is mainly about provide an integrity system to safeguard the vulnerable groups' fundamental rights.This thesis consists of three parts,which is preface,text and conclusion.In the preface part,the author introduced the purpose and value of the research at first,then describle the internal research situation and finally give a list of research methods.The text made detail discussion from five perpectives.The first part is a brief introduction about social aid.In the beginning,the author introduced the concept,character and functions of social aid by using the poverty and anti-poverty,market-disabled theory and so on.Then the author divided the development of social aid system into three section,which is private aid,national legal aid and public aid,or the so called social aid.After a review of the ancient social aid system,this thesis also gives a detail study to the recent development of social aid system existed in the past one hundred years.Finally,the author made a conclusion to the modern social aid system in a legal perspective by using the materials of Chinese development of social aid system.The second part consists of the current implement situation of the<Temporary Social Aid Act>in Guilin.At first,the author give a brief introduction to the research sample.Then the thesis made detail discussion about the urban and rural subsistence allowances,extreme poverty aid system,disaster assistance system,project aid system and temporary aid system.The third part made a conclusion to the achievements that the<Temporary Social Aid Act>have earned.The author edit these achievements into the following items:the form of social aid system,the efficiency of aid theory,more specific aid target,the diversity of aid method,etc.The fourth part is one of the important issues in this article.It's about an analysis of the deficiency and causes of the deficiency of the<Temporary Social Aid Act>.The author has made a list of these deficiencies,all these problems could be classified into several kinds,including a low-standard for aid target,difficulties in implementing the legislation,weak organization for aiding the poverty,etc.Then the author made a detail analysis to the reasons that cause those deficiencies,for instance,lack of funds,imperfection of legal system,unreasonable management of aid funds,etc.The fifth part is another important issue of the thesis.In this chapter,the author give an optimized plan to the aid system in Guilin.First,the aid standard could be improved by accelerating the economy development.Secondly,the publicity of the relative legislation should be more powerful in order to make more people acquire the information.Thirdly,fund raise methods should be more diversified.Fourthly,the management and distribution of the aid funds should be optimized,it's better to enhanced the public supervision.Fifthly,the author suggests it's better to combine the substance aid and spiritual aid together to improve the effect of social aid.In the end,the author stressed that the basic aid organizations should be enhanced and more professional people should be equipped into the relative aid organization.The conclusion part renounced the importance of social aid system for it has greatly helped safeguarding people's livelihood-In the author's opinion,the issues that existed in the implementation of<Temporary Social Aid Act>in Guilin would also appears in other area of China.And before the formal<Social Aid Act>come into force,these problems will still be there in a certain period.In this necessary process,the scholars should spare no efforts to contribute their study and research productions to the birth of the formal<Social Aid Act>.
