A Study On The Social Consultation System In Administrative Policy-Making

As an effective complement for electoral democracy,deliberative democracy theory arose in the 1980 ’s and 1990’s,and quickly gained popular in the western academia,different scholars of deliberative democracy had different definition and understanding,also formed different theories.Deliberative democracy theory was introduced into China,combinating with the practice of China’s multi-party cooperation and political consultation.Social negotiation as one of deliberative democracy in the specific operation form on the aspect of social governancee,which focus on country and social negotiation dialogue.In the process of democratic politics,it is an organic part of deliberative democracy socialism with Chinese characteristics.In the eyes of Ulrich.Baker,"risk society" will be coming,which from industrial society to post-industrial society,mixing with the liquidity and complexity of the information age,and unequal distribution of wealth and production field,energy areas,mining areas,food and drug safety accidents,serious environmental pollution and other social ecology,stimulating the nerve of the public sensitive and accumulation of resentment.If the demands and grievances of people unnot release through institutionalized channels,will threaten the legitimacy of the regime and the social harmony and stability.Therefore,try to expand citizen participation in public affairs and the scope of political life,improve the citizen’s political participation and social participation becoming an inevitable choice for the party and the government.Administrative policy-making is the principal means of administrative management to provide public services throughout the course of public management activities.Social consultation integrate into the field of administrative policy,making the social public to participate in the problem definition,agenda-setting and opinions expression of policy-making,supervision and feedback of administrative policy-making process.Based on the theory of historical institutionalism system,the paper takes institutional analysis as the core,and examines the whole process of the emergence,maturity and changes of the policy-making consultation system.This paper reviews the research background and significance,domestic and foreign literature review,research difficulties and innovation points.On the basis of the definition of administrative policy-making and social negotiation,analyzes correspondence of administrative policy making and social consultation and the necessity of introducing social negotiation policy,and analyzes the historical institutionalism perspective.Secondly,The paper interprets the creation and changes of social negotiation system in administrative policy,analyzes the policy-making consultation system’s historical evolution,the path dependence the of elite policy-making model,The article finally from three aspects of the institutional background,political variables,the interaction between the actors and the system,it reveals the power of the change in the policy-making consultation system.Namely the practical significance of the policy-making consultation system to the development of politics,economy and society,such as the promotion of policy-making and reduce social conflict,build a harmonious society,innovative social governance,and so on.
