Study On Supervision Of Shishi Municipal People’s Congress To Government

Supervision of people’s Congress and its Standing Committee is an important power which is given by constitution and laws.For a number of local people’s Congress have no legislative power,the supervisory authority is the most frequently exercise power,as well as one of the most important powers.Its function is to guarantee the implementation of laws and safeguard the interests of the people,and to prevent administrative and judicial abuse the power.Shishi Municipal People’s Congress and its standing committees have set up for 24 years.For continuous exploration and innovation,it has achieved some success.This paper systematically summarizes the supervision of Shishi Municipal People’s Congress on government in recent 24 years,as well as its general characteristics and experiences.From which I find the major problems,such as the supervisory authority is not fully strengthened and used,sometimes is taken a mere formality,and the lack of specificity.Then I thorough analysis the existence of accounting supervision problem,from the aspect of the composition of the Shishi Municipal People’s Congress and its standing committees,qualities of Representatives and the impact of regular thinking.Based on the analysis above-mentioned,this paper use the combination method of case study and comparative study to analysis the experience of local council of western countries government supervision.From which I find we should learn many from western country,such as its parliamentary institutional settings,financial supervision,personnel supervision,and use of question,for so on.At last,I attempt to put forward suggestions on improving the people’s congress supervision: Firstly,clarify the objectives and positioning of supervision.Secondly,improve the conventional supervision.Thirdly,activate and fully use the statutory system,for example,improve budget monitoring system and the personnel supervision,build investigation mechanism on major issues,strengthen the supervision of the people’s Congress of public construction.Last but not the least,enhance the performance ability of the Standing Committee,by improving the people’s congresses institutional settings,optimizing the Standing Committee members and deputies quality,setting up a special oversight committee.
