As the beginning of the Great Unification Dynasty,Qin constantly fought with the six eastern countries at the end of the Warring States Period,and expanded territory.In this process,there was a difference between the Old Haunt and the New Land.In the concept of Qin people,the New Land is the area which should be at the latest occupied by Qin Huiwen King in the 9th year after replace the first year,these areas were different from Qin in many aspects such as politics and society.Therefore,Qin enacted a set of policies applicable to the New Land.The unearthed bamboo slips provided us with a lot of information about Qin's New Land policy.In terms of its content,including population migration and management,household registration,bureaucratic selection,cultural corrections,etc.Qin's migration to the New Land population includes moving people out of the New Land and moving in the Qin people.After this adjustment,the New Land population include not only the native,but also the people of Qin and other new places.Except for the Qin people,other inhabitants were called XinQianShou.Qin's management of the XinQianShou was loose and fierce,while giving the title of nobility,appropriate commutation,no family splitting and other preferential treatments,Qin didn't give up the harsh law.The dominator depended on magistrates to manage the New Land people,these magistrates were called XinDiLi in literature.The person selected was not only confined to the New Land inhabitant,but also Qin's culpability officials.It was different from Qin's intrinsic officials selection system,we believe it was influenced by the reality of Qin and the New Land.The New Land's original custom culture was still a factor affecting the realpolitik.Qin roughly formulated three policies such as cultural infiltration,harsh law,blow and destruction to correct the culture of the New Land.Qin formulated the New Land culture policy not only to achieve cultural unity,but also in order to avoid cultural differences caused great obstacle to Qin's rule in the New Land.As an policy attempt by the great unification to rule for many regions that have been divided for a long time,the New Land policy must influence the development trend of the New Land and Qin Dynasty.The New Land policy adopted the idea of adjusting measures to local conditions and loose and fierce,it can remit the contradiction between Qin and the New Land to some extent.But when Qin enacted the policies,it certainly brought in Qin's intrinsical rule characteristic such as the utilitarian,pressure and exclusiveness.These characteristic were intensified during execution,it caused the estrangement between the New Land and Qin deepen.In the period of Qin's second emperor,the contradiction between the New Land and Qin was provoked by the increasingly tyrannical rule.The anti-Qin forces which represented by the Southern New Land had risen to resist Qin,the first great unification country in history went to ruin in this way.
