Research On New Rural Community Cultural Construction Under The Background Of New Urbanization

The new rural communities serve as important carriers to reduce urban-rural gaps and achieve new urbanization goals,is the end of the modern town system,effectively changed the status of rural life.Modern living styles and relatively complete basic community construction have changed the face of farmers in traditional administrative villages.The construction of community culture from the top down has also initially covered the cultural needs of community residents.Especially the completion of cultural leisure venues,modern cultural propaganda facilities,and community cultural service centers has enabled residents to realize richer,closer to life and modern cultural rights.However,the cultural construction of new rural communities relies heavily on the single government supply.The lack of subjectivity of community residents in cultural construction has also caused the current new rural community cultural construction to stagnate.To qualitatively improve the cultural construction of new rural communities,we need to systematically explore new ideas for construction.Regarding how to improve the cultural construction level of new rural communities,explorations in various places have given a lot of development suggestions,such as ensuring the stability of financial supply and improving the cultural management system of rural communities at the grassroots level,It provides reference for the construction of new rural community culture.In theory,the networked governance theory provides a set of persuasive and applicable solutions.Networked governance advocates the active introduction of enterprises,social organizations,and citizens on the basis of coordination and communication,and a set of smoothly functioning and fully functional cooperation networks with government organizations.Guided by the value of public interest,integrating multiple sources co-governance to achieve governance goals.This also reflects the "people-oriented" concept of community governance,a balanced methodology,and a scientific mechanism for cultural construction.This paper aims at the current situation of the new rural community culture construction in S Town,Xuzhou City,and introduces the networked governance theory to systematically analyze the problems existing in the construction,the causes of the problems,and the countermeasures,in an attempt to provide some new methods and ne ideas for the new rural community culture construction.This article is divided into five parts.The first part is the introduction,which mainly explains the research background,research significance,research status at home and abroad,and research methods of new rural community culture construction.The second part is the introduction of related concepts and research theory-networked governance.The third part introduces the current situation and problems of S town in the construction of new rural community culture.,mainly including problems such as incomplete and uneven hardware facilities,mismatch between supply and demand of cultural products,and low public participation.The fourth part is the analysis of the causes of the problems.Based on the theoretical framework of networked governance,the reasons are analyzed from the aspects of network framework,communication and coordination,responsibility mechanism and capacity building.The fifth part is the countermeasures to improve the cultural construction of new rural communities.
