The cabinet of Zhang Shaozeng was the first formal cabinet after the "reunification of law".The actual operation time of this cabinet was on January 4,1923 when the list of associate cabinet members was announced to all cabinet members resigned together on June 6.The success of Zhang Shaozeng cabinet came to power due to the relative equilibrium formed by various forces but this state had a fatal hidden danger at the beginning,finally this fragile balance was broken which directly pushed Zhang Shaozeng cabinet to the end.During the period when Zhang Shaozeng cabinet was in power,the cabinet was in a quagmire of political disputes.The Zhili clique,the State Council,the Presidential Palace and the Congress launched a fierce game around the distribution of seats in the cabinet,the Case of Gold Franc,the "21 Articles",the unification issue and the highest issue.As the actual manipulator of the Beijing government,the Zhili clique is concerned with the unification and the highest issues that have become two main issues running through Zhang Shaozeng cabinet,but Zhang Shaozeng cabinet failure to properly deal with these two issues which has become the most important reason for the cabinet’s downfall.The article will conduct a comprehensive analysis of Zhang Shaozeng cabinet through four chapters:The first chapter mainly introduces the complete process of Zhang Shaozeng cabinet consent case and cabinet member consent case from the time it was submitted to Congress to the last two months of contact and unblocking.In addition,this chapter also discusses the factional struggles and interests exchanges behind Zhang Shaozeng cabinet formation.The second chapter mainly discusses the major diplomatic events of Zhang Shaozeng cabinet,focusing on the government’s response to the Case of Gold Franc and the "21 Articles",and the congressional crusade that it triggered to explore the interaction between diplomacy and internal affairs during the Beijing government.The third chapter mainly discusses the release of Zhang Shaozeng cabinet’s most important internal practice,the Governor of Fujian and Guangdong.This chapter starts from the differences between the Zhili clique and Zhang Shaozeng about the unified use of peace or force.It reveals the dilemma between the cabinet and the presidential palace and Congress.In addition,this chapter also delves into the reasons why Zhang Shao once refused to issue the Fujian and Guangdong Superintendent’s Order and proposed to resign,but quickly released the Fujian and Guangdong Superintendent’s Order after reinstatement.The fourth chapter mainly discusses the movement of all parties to the cabinet.After the release of the Governor of Fujian and Guangdong,the hidden danger of the collapse of the cabinet when Zhang Shaozeng cabinet came to power completely broke out.The parliament and Zhili cabinet members successively to initiate a campaign to collapse the cabinet.Zhang Shaozeng cabinet failed to save himself,and finally ended in a fatal downfall.Choosing the cabinet of Zhang Shaozeng as the research object and carefully sorted out the political practice of the cabinet of Zhang Shaozeng which is conducive to an objective and fair understanding of this cabinet.By analyzing the reasons for the rise and fall of Zhang Shaozeng’s cabinet,and revealing the faction,political disputes,and constitutional factors entangled behind Zhang Ge,it is also possible to understand the political ecology of the Beijing government in the early Republic of China.
