Newmark's translation theory holds that semantic translation is used for expressive texts while communicative translation for informative and vocative texts.Based on this theory, the translator probes how to employ semantic translation and communicative translation to David Horowitz's expressive text-typed writing Big Agenda: President Trump's Plan to Save America. This translation report explores the realization process of semantic translation and communicative translation from three aspects: the lexical, syntactic and discourse levels, and finally comes to some helpful conclusions with practical implications. When translating expressive texts, special attention should be paid to those elements that have the author's personal components, such as creative collocations, metaphors, sentence patterns, diction, etc. These are all the author's personal “stamps”,which should be well preserved. No matter how awkward an expressive source text may seem to be,it is still better to adopt the method of semantic translation,in that it can not only render the author's original thought-processes but also preserve the unique language style of the original. In most cases, semantic translation can be thoroughly realized in expressive texts. But where there is no resemblance between the source language and target language, the most appropriate method is to use communicative translation rather than semantic translation.
