The report of the "19th National Congress" pointed out that culture is the soul of a country and a nation.Culture rejuvenates the country and promotes prosperity.Without a high degree of cultural self-confidence and cultural prosperity,there would be no great rejuvenation of the Chinese nation.As an important part of popular culture,cartoon has been inseparable from our lives.Among many original anime works,the creation of regional manga is an important form of expression in Chinese manga creation.As the core area of-the Silk Road Economic Belt,Xinjiang has deep historical and cultural heritage,and has multiple,open,and eclectic cultural characteristics.The development of Xinjiang's local current affairs cartoons has played a positive role in propagating and promoting the spirit of Xinjiang,and promoting the "going out" of Xinjiang culture,and spreading positive energy.From 2013 to 2018,In the five years proposed by the "Belt and Road" macro initiative,Xinjiang has achieved remarkable results in all aspects of construction work.As a mass media,current affairs cartoons have become an important carrier to reflect this change,and they are also important to society.A microcosm of change reflects the development of Xinjiang in a particular era.Relying on "the Belt and Road" macro background,this topic is based on the Xinjiang local current affairs cartoons of Xi Jinping's new era of socialist thoughts with Chinese characteristics.Using theories of ethnic culture,art communication and comic creation,this article focuses on the creation of current local Xinjiang current affairs cartoons and Development,and pay attention to the positive response and practical exploration of Xinjiang local artists to the times,and explore the propagation path and innovative development strategies of "regional culture".Specifically includes the following aspects:Firstly,through the analysis and arrangement of historical materials,the development of Xinjiang's local current affairs cartoons is longitudinally sorted out,roughly divided into the emergence of sharp(before the 1980s),rapid development(1980?1999),temporary shortage(2000?2012),and golden age(2013?2018)four periods;clarify the important content and innovations of this topic,and discuss the current development situation of Xinjiang current affairs cartoons,and explore the regional comic art creation and research value.Secondly,it further extracts the cultural connotation of local current affairs cartoons with regional characteristics,as well as the main performance methods and functions of local current affairs cartoons,and analyzes the representative comics of Xinjiang local style.Starting from the contemporary topic cartoons of contemporary Silk Road,Ethnic Minorities and Corps,through the interpretation of local cartoonists and their works,this paper explores the interaction between Xinjiang's local cartoons and the spread of ethnic culture.Finally,based on the artistic creation of Xinjiang's local current affairs cartoons,it aims to explore the development strategies of regional current affairs cartoons in the new period:(1)combining local media to build local communities;(2)relying on new communication media to expand communication channels;(3)rooting in local culture and innovating comic content,and realizing "going out" of local culture.It provides its own power for the creation and research of contemporary regional current affairs cartoons,and looks forward to contributing a modest contribution to the writing of contemporary art history.
