Phonetic analysis of the speech data of native English speakers and Mongolian learners were conducted in this study. The similarities and differences between English and Mongolian language vowels as well as the characteristics and difficulty of English vowel acquisition by Mongolian learners were obtained by the application of the methods of image observation, formant data comparison,Bark value comparison, analysis of variance and standard deviation calculation to observe and analyze the characteristics of vowel distribution in the two languages. The article consists of five parts: Introduction,First chapter,Second chapter,Third chapter,Conclusion, etc. The first chapter introduces the characteristics of distribution of English and Mongolian vowels through the comparison of vowel pattern, then compares the vowels of two languages through phonetic vowel space comparison and analysis of variance analysis. The similarity level of vowels were determined next. The results show that English vowels /?/,/?/ are very similar to Mongolian vowels /?/ /??/ and /?/ /??/,English /??/,/i?/,/u?/ are similar to Mongolian vowels /a//a?/,/i//i?/ and /u//u?/,and other five vowels, such as /?/ /??/ /?/ /?/ /? / differs from Mongolian vowels. In the second chapter, the methods of spectrum observation and formant data comparison, the comparison of vowel distribution range based on Bark value, analysis of variance and calculation of standard deviation were conducted to analyze the specific situation and characteristics of Mongolian learners' English vowel acquisition. It is found that only a very small number of Mongolian learners who can master a certain vowel accurately and stably. Most of the learners are the ones with low accuracy and strong stability, and a small number of learners have higher accuracy and poor stability in vowel acquisition. In the acquisition of five vowels, such as /i?/ /?/ /?/ /? / /?/,there are learners with low accuracy than those with high accuracy. The case that most learners have lower accuracy and higher stability in vowel acquisition indicates that these learners have formed the wrong pronunciation pattern and the pronunciation has a trend of fossilization. In these vowels,/?/ /?/ vowels are very similar to learners' native language vowels, and /i?/ vowel is similar, suggesting that it is not easier for learners to acquire vowels that are similar to their mother tongue. There are also more learners with low accuracy in the acquisition of the vowels /??/ /?/ /??/ /u?/ /?/ than those with high accuracy. It is also observed that Mongolian learners who cannot distinguish the vowel quality of four groups of vowels, such as English vowels /i?/-/?/,/??/-/?/,/u?/-/?/ and /?/-/? /.The third chapter mainly analyzes and discusses the Mongolian learners' acquisition of different length of English vowels. The acquisition of vowel length in different syllable structures and influence of the posterior consonant decides that most Mongolian learners have a higher degree of distinction between two groups of vowels, such as /??/-/?/ and /u?/-/?/,and the distinction of /i?/-/?/ vowels length is lower.Mongolian learners have a medium accuracy and poor stability over the acquisition of vowel length in different syllable structures and before different posterior consonants.
