Research On Public Cultural Service System Construction In Jiangsu Province

Culture is a country and nation's soul.Under the new international situation,establishing a scientific and perfect public cultural service system is an important measure to improve the spiritual and cultural life of the people;an inevitable requirement for comprehensively deepening the reform of the cultural system and promoting the prosperity and development of cultural undertakings;an import mission of carrying forward the socialist core values and building a socialist cultural power.As an economically and culturally strong province,Jiangsu is supposed to take the lead in establishing a sophisticated and scientific public cultural service system.Although the construction of public cultural service system in Jiangsu Province has reached some achievements in recent years,on the whole,the public cultural service system of Jiangsu Province still needs to be improved tackling issues such as the unitary construct system,inadequate management system;unbalanced development between the rural and urban areas,unsuitable product offerings;improper talents' structure,the lack of cultural brands with provincial characteristics,weak digital construction etc.Based on the current situation,this paper takes the public culture service system of Jiangsu Province as the research object,selecting the public management theory and the new public service theory as the theoretical basis.Through comparison,the paper aims to draw lessons from developed countries and other provinces and cities' public culture service system construction experience.The author objectively analyzes the present situation,characteristics and existing problems of the public cultural service system in Jiangsu Province,studies the underlying issues,focusing on how to break through the obstacles and limitations of the existing system.The paper centers around how to break through the barriers and limitations of the current system,taking “the realization of equalization of public culture system” as the ultimate objective.It offers some specific suggestions and countermeasures from spiritual,institutional,product and technological aspects.Through integrated management of product offering among different regions,culture brand building and strengthened digitalization construction,more people could benefit from extensive cultural rights and a wide range of cultural services.
