This paper contain five parts.The first part discusses that the policy of "administering according to common customs" adopted by Qing government to strengthen the governance of Mongolian ministries after the unification of Xinjiang.The policies implemented by the Qing government maintained the relative stability of Mongolian ministries.The second part discusses Yang zengxin's flexible policy of combining preferential treatment and checks and balances to govern the Mongolian nobles,which achieved good results and provided references for the later officers of xinjiang.The third part discusses the policy of "combining kindness with power" in Jin shuren and Sheng shicai period.Both Jin and Sheng implemented certain positive policies in their early stages,and finally had interest conflicts with the Mongolian upper class in order to strengthen their own status in the later stage.In the fourth part,the author discusses reassure policies to appease the nobles during the national government period.Although wu zhongxin and Zhang zhizhong both placated the Mongolian princes to different degree,they couldn't change the fact that the national government was declining in Xinjiang.The fifth part summarizes the positive effects of these policies.The purpose of this paper is to discuss the policies of the successive masters of the republic of China in Xinjiang on the Mongolian princes,and the pros and cons of their policies through the effects of their implementation.
