Research On Rural Public Cultural Services

With the development of social economy,people's living standards are improving day by day,and the demand for culture is increasing.The importance of public cultural services is becoming increasingly prominent.In 2006,the Outline of the National Cultural Development Planning for the Eleventh Five-Year Plan period gave the first expression to "public cultural services".Since then,The Central Committee of the Communist of China and the State Council attach more and more importance to public cultural services,because it is conducive to promoting socialist core values,protecting people's cultural rights and interests,and building a harmonious socialist society.However,the construction of rural public cultural services is not perfect,This paper takes Zibo as an example,through Stephen Goldsmith and William Eggs' network governance theory,analyzes the problems and causes of the construction of rural public cultural services in Zibo,and puts forward countermeasures,with a view to having certain practical significance.In this paper,using questionnaire and other methods,combined with the theory of network governance,the problems in the construction of Zibo rural public cultural services are analyzed,the study found that,the existing problems are as follows:infrastructure construction is lagging behind and the utilization rate is low,the mode of capital investment is single,the type of supply is poor,and the talent team is weak.The main reasons are that the construction of public cultural service system has not yet formed a network model,the establishment of responsibility mechanism is not in place,the lack of communication and coordination,and the inadequate ability of public cultural service personnel.In view of these problems,this paper puts forward solutions from four aspects: network design,network and responsibility dilemma,connection and capacity building of network governance,it mainly includes perfecting network construction,building responsibility mechanism and guaranteeing capital investment,establishing communication and coordination and improving supply,and strengthening the capacity building of talent team.
