The Mongolian Affairs Bureau of the three Eastern provinces was a Mongolian affairs organ jointly raised by the three northeastern provinces in the late Qing Dynasty.It was established in May 34(1908)in the capital of Fengtian Province with the purpose of "supporting the Mongol Flag,implausible du negotiation and Prosperity",and taking the Mongol Banner under the jurisdiction of the three Eastern provinces as the administrative scope,and in 1908,in May,it was established in the capital of Fengtian Province.Xuantong three years(1911)was abolished in April and merged to Fengtianhang Provincial Office.The Mongol Banner under the jurisdiction of the three Eastern provinces refers to four ten banners of Zhelimu League in the eastern part of Inner Mongolia,namely,the Horqin Department controlled by General Sheng Jing,the left and right flanks six Flag,the Guoeros Department Front Flag controlled by General Jilin;Heilongjiang General controlled the back flag of Guerrose Department,Zalai Department of Zalaite Banner and Durbert Department of Durbert Banner.East The establishment of the Mongolian Affairs Bureau of the three provinces is a positive measure for the Qing government to deal with the increasingly serious border crisis and the social problems of the Mongolian banners under the jurisdiction of the eastern three provinces.It is also the inevitable result of the implementation of the new policy in the late Qing Dynasty and the planning of the Qing government in Inner Mongolia.The operation of the Mongolian Affairs Bureau of the three Eastern provinces is helpful for the Qing Government and the Northeast Local Government to plan and manage the affairs related to the Mongol Banner under the jurisdiction of the Eastern three provinces,so as to stabilize the Qing Dynasty's rule over the eastern Mongolian territory.However,since the establishment of the three Eastern provinces,the Mongol Bureau has been facing serious financial difficulties,coupled with the difficulties in the later period of government and commercial affairs,the lack of effective supporters and the development of the Qing government and other factors,and finally in the short three years of operation.Time went to death.Taking the Eastern three provinces Bureau of Mongolian Affairs as the startingpoint of the research,this paper tries to sort out the organization of the Eastern three provinces' Mongol Bureau in detail on the basis of consulting the relevant original archives,combining the previous research results and based on the historical facts.Mengwu activities and effectiveness of the content,from which comprehensive analysis and evaluation of the three eastern provinces of Mongolia Affairs Bureau.This paper consists of three parts,which are as follows:Part ?,This paper discusses the social and political environment established by the Mongolian Affairs Bureau of the three Eastern provinces.Focusing on the deepening of the northeast frontier crisis in the late Qing Dynasty and the intensification of social contradictions in the Mongol flag,the Qing government carried out an all-round "new deal" in northeast China.Part ?,This paper expounds the establishment and main activities of the Mongolian Affairs Bureau of the three Eastern provinces.This paper focuses on the establishment,personnel composition and fund management of the Mongolian Bureau,and introduces the main activities of the Mongol Bureau.Part ?,Evaluation of the Mongolian Affairs Bureau of the three Eastern provinces.Pay attention to the nature of the Mongolian Affairs Bureau,the operating effect,the future development of Mongolia from the perspective of evaluation of the three provinces of the East Mongolia Bureau.
