From the 15th to 17th centuries,the opening of new routes opened a new era of capitalist development.Western European countries are competing to develop overseas colonial undertakings,and England has developed rapidly as a successor.Shipbuilding and navigational technology have been developed greatly in this period,which provides favorable technical support for fleet construction.With the help of England,the Netherlands got rid of Spain's control and gradually grew into a powerful global trading power.However,the fierce competition between the two countries in the economic field led to extremely tense relations between the two Protestant countries,the Republic of England and the Federal Republic of the Netherlands.After the end of the British Civil War,the death of Charles I by Parliament shocked the entire European Royal family,large and small.At that time,the continental countries were either working to establish a strong feudal centralized government or eager for a strong monarch to establish a centralized regime.The British practice obviously went beyond the concepts of the people of that era.Royalists who failed in the Civil War were foolish,Ireland and Scotland broke out against the Republic,and Europe as a whole was hostile to the new Republican regime.The naval rebellion in1648 sounded an alarm to Cromwell and his government.Facing the severe situation at home and abroad,accelerating the construction of a professional naval fleet to serve the country has become the primary task of the Republic.Strictly speaking,before Cromwell's time,England had no regular and professional navy.Its fleet was only a temporary mercenary fleet.In response to the problems exposed by the Navy in the First Anglo-Dutch War,Blake and his captains proposed and Parliament formulated a series of practical rules and regulations.Cromwell and his State Council abandoned the practice of large-scale conscription of merchant ships in the past,appointed generals outstanding in the Civil War as naval generals,and attracted people to participate in the sea by improving their treatment and working environment.Jun,set up a short-term credit system to raise a lot of money to build ships.After a series of reforms,the Navy became stronger and stronger.It successfully defended the new regime,maintained the authority of the new regime and restored England's international status.By the time Charles II was restored in 1660,the English Navy had become a fleet that could not be ignored.The naval construction in the Cromwell period laid the foundation for Britain to become a global maritime country in the future.
