The discussion of the National Congress which appeared in 1920 was first put forward openly by the direct general Wu Pei-fu after the end of the direct Zhiwan war.The proposal and related practice cater for the western new democratic trend of thought which the progressive intellectuals will contact and learn after the May 4th Movement and apply to the actual needs of China at that time.This paper is divided into three parts to sort out the discussion of the National Assembly in 1920 and the practical activities of the National Assembly organized by various social groups.The first part is mainly about the introduction and propaganda of direct democracy in the new wave of western democracy by the advanced intellectuals in the early years of the Republic of China,as well as the attitude of all walks of life after Wu Pei-fu put forward the idea of the National Assembly.This part lays a good social foundation for the intellectual community to discuss the issue of the National Assembly in detail.The second part mainly discusses the organization of the National Assembly,the election of deputies and the task of the National Assembly on the premise that the intellectual community supports the convening of the National Assembly.The main form is that intellectuals express themseleves in the press and offer different solutions to the problems that may arise in the convening of the National Convention,which provides a good operational plan for the National Assembly to carry out practical actions.The third part focuses on the first spread of the National Assembly movement in Beijing and Shanghai,then some groups in some provinces take Shanghai or Beijing as their subjects of study,and actively participate in the practical action of organizing the relevant National Asselbly according to the characteristics of their own provinces and regions.Finally,the conclusion of the article.The discussion and practical activities of the National Congress in all walks of life did not lead to the convening of the National Congress.However,the National Congress Movement proloted the propaganda of the intellectual circles to the direct democratic tide,and deepened the peopleundefineds understanding of the democratic thought.At the same time,the intellectual circles put forward some opinions of convening the National Congress,which can be used for reference for modem Chinese to seek a path suitable for the development of democracy in China.
