Study On Goverment Functions In The Development Of Cultural Industry In Baotou

A strong culture means a strong country,and a thriving culture means a prosperous country.Nowadays countries in the world have changed from the initial game of hard power such as military scale,economic strength,diplomatic capacity and political construction to the competition of cultural soft power under the rapid development of information network.The specific construction form of cultural soft power and the core content is the cultural industry,which has profound influence on the pattern and trend of the world economy.Because of its creativity,entertaining,ideology nature and permeability,it produces good effect such as low pollution,negative externalities,high degree of industry integration and high economic and social benefits.In this way it has received the greater and greater attention of governments around the world.Baotou has a long history and culture,and the natural environment is very beautiful and rich,with a unique prerequisite for the development of cultural industries.In recent years,the cultural industry in Baotou has developed rapidly and made many remarkable achievements.The cultural industry has become a new economic growth point and driving force of the city.However,due to its location in remote areas of ethnic minorities,its weak economic foundation and late start,many industry-related fields are still in the exploration stage of original ecology.In this context,this paper is dedicated to the study of how the government can effectively play its role in the development of the cultural industry,and puts forward constructive optimization measures to facilitate the healthy development of the cultural and related industries.This paper has six chapters,the paper firstly expounds the research background and significance.Then the paper summarizes the research status at home and abroad,and points out the research methods and innovation,in order to open the mind for further research.Then,it expounds the concept,classification and related theories of cultural industry,the connotation of government functions,and relevant theories of industrial integration,market failure,service-oriented government,gray system,etc.,emphasizing the necessity of government functions and the positioning of government functions in the development of cultural industry.Providing strong theoretical support for the following research.Then it summarizes the development status of baotou cultural industry.Then,this paper adopts the gray correlation method to quantitatively analyze the main correlation indexes of Baotou cultural industry,and analyzes the ranking of calculation results and the reasons for the correlation degree.Then,according to the results of qualitative analysis and quantitative analysis and combining with the actual development of cultural industry in Baotou,the paper concludes that there are some prominent problems such as weak slab in the talent composition of cultural industry,lack of integration with science and technology,solidification of development mode,disconnection with network technology and backward concept of development.Then the measures and experiences of typical countries and cities at home and abroad are used for reference.The article thinks,baotou city develops culture industry,should consider emphatically from the following respects,this paper puts forward a multi-angle talent development strategy,an industry development evaluation system and a cultural industry market service platform as well as to establish cultural industry development foundation.Also we can adopts the targeted and highly operable optimization measures such as making full use of the inherent advantages of the cultural industry and strengthening the publicity and breadth of the cultural industry,which have important reference significance and reference value for the development of the cultural industry in Baotou.
