| Under the background of rapid urbanization in the world,material disaster prevention is constantly strengthening,and macro management is constantly improving.However,with the continuous development of society,the increase of uncertain factors has led to the diversification of disaster factors,resulting in frequent disasters.Historical and cultural districts are densely populated,with narrow roads,backward infrastructure,numerous social organizations and contradictions,and unprecedented uncertainty and potential risks.In this context,this paper proposes a new way to solve the problem of disaster prevention and mitigation in historical and cultural districts from the perspective of the concept of resilience.The main conclusions of this paper are:(1)Based on the analysis of the relevant literatures of historical and cultural districts and the case studies of resilience and disaster prevention,this paper puts forward the connotation and characteristics of historical and cultural districts under the concept of resilience.(2)Then based on the aspects of disaster reduction,disaster adaptation and restoration construction in the connotation and characteristics,the paper constructs the historical and cultural districts disaster prevention and mitigation system under the resilience concept from the material level,the system level and the social level.(3)On this basis,in order to measure the degree of resilience of historical and cultural districts,the paper establishes the historical and cultural districts disaster prevention and mitigation under the resilience concept consisting of five parts:material construction,economic status,government management,residents neighborhood and environmental conditions.The evaluation system consists of 5first-level indicators and 23 second-level indicators.(4)Finally,take the Zhengding historical and cultural district as an example to carry out the verification.Through the evaluation of the current resilience of Zhengding historical and cultural district,the data processing is carried out by entropyweight method and analytic hierarchy process.The evaluation results show that the overall resilience of Zhengding historical and cultural district is general;the current situation of disaster prevention and reduction is more focused on material construction,while the non-material level is relatively weak.According to the evaluation results and the theory system of disaster prevention and mitigation in historical and cultural districts under the concept of resilience,the corresponding system is constructed according to the content,and the case study is carried out. |
