Research On Cadre Cultivation Of Chuan-shan Soviet Area

Chuan-Shan Soviet Area is the second largest Soviet area of Chinese Soviet Republic under the leadership of Chinese Communist Party during the Second Revolutionary Civil War period.Faced with the serious situation of revolutionary struggle and the great pressure of the construction of the Soviet area,our Party has realized that it is urgent to have a contingent of high-quality cadres with abundant experience,professional knowledge and military capability to complete the historical mission of Chinese revolution and construction.However,it’s so difficult to cultivate cadres in the situation of immature conditions and extremely unstable environment.With the growing ranks of the people’s armed forces,there is an acute shortage of well-trained commanders.It is in such situation that Party always attached importance to educating party members and cadres and training officials at various levels during the two years of Chuan-Shan Soviet Area.Our Party has done a lot of practice for cultivating cadres,and has accumulated a lot of experience,which provides an effective reference for the building and development of the contingent of contemporary local cadres.This paper is divided into four parts:The first part is introduction.It mainly introduces the background,purpose,significance of this topic,domestic research status,research methods and main contents of this topic,and clarifies the key points,difficulties and innovation points of this topic.The second part describes the general situation of Chuan-Shan Soviet Area and the cadres.Firstly,it briefly summarizes the basic situation of Chuan-Shan Soviet Area and introduces the revolution and construction of Chuan-Shan Soviet Area from the three aspects--armed struggle,regime construction and economic and cultural construction of the Soviet area.Then it defines the three concepts—cadre,cadre cultivation and cadre education,describes the basic status of cadres of Chuan-Shan Soviet Area,and analyze the composition of cadres.The third part proposes the main problems of cadres in Chuan-Shan Soviet Area at the beginning of the establishment of the area: The ideology of the cadre team is not pure;The number of cadres is not commensurate with the growing ranks of the red army;The level of cadre culture and professional skill are not suitable for daily work requirement;There is a large gap between the military quality of cadres and the increasingly fierce military struggle;Local cadres have conflicts with outside cadres;The composition of the cadre team is not pure,and introduces a series of measures for cultivating local cadres: educating cadres,improving the work style of cadres,establishing the inspection system,formulating special talent preferential policies,consummating the cadre selection mechanism.Then it summarizes the main achievements of the work of cadre cultivation in Chuan-Shan Soviet Area: It has enlarged the cadre team,raised the ideological and political level of the cadres,and strengthened the counter-campaign forces of the cadres.The fourth part summarizes the historical experience of the work of cadre cultivation in Chuan-Shan Soviet Area,and puts forward the inspiration for the building of the contingent of contemporary cadres: promoting cadre educational system and teaching system reform,establishing and perfecting the mechanism of cadre appointment and dismissal and the supervision mechanism of cadre selection.It can ensure that the measures of cadre cultivation are carried out and the work of cadre cultivation can be done efficiently.
