The development of absolute monarchy under the feudal monarchy in France was an important stage in the process of European modernization. The history of a country is,in a sense, the history of dealing with the relationship between the central and the local authorities. The establishment and development of the absolute monarchy in France was closely related to the relationship between the pay d'election and the pays d'etats. In addition to the pay d'election controlled by the central government, the pays d'etats on the edge of the country,as an important part of the absolute monarchy, can not be ignored. In the process of strengthening the French royal power, the special properties of mutual restriction, mutual cooperation and symbiosis made it an important model to study the strengthening of the French absolute monarchy.Based on the study of Languedoc and Burgundy in the pays d'etats, this paper tries to use the method of regional research to make a new interpretation of the interaction between the central and the pays d'etats in the process of the strengthening of the royal power.Through the analysis of Languedoc,Burgundy's two important pays d'etats and the central government of France in military, economic and religious aspects of the game analysis. This paper analyzes how the central power of France went into the pays d'etats and ultimately strengthened its absolute monarchy, and the pays d'etats how to interact with the central authority and ultimately realize the construction and development. Therefore, this article mainly demonstrates the role of the pays d'etats in the process of French absolute monarchy, and analyzes the way of compromise and cooperation between the royal power and the pays d'etats in the process of the strengthening of the French royal power. Finally, the conclusion is that in the process of the strengthening of the French absolute royal power, the royal power and the pays d'etats were not rolling together, but on the contrary through compromise and cooperation. To achieve a win-win situation. However, the absolute royal power of France is not absolute. The strengthening of the royal power was a complicated and repeated process. At the same time, the limitation and restriction of the absolute royal power of France was an important embodiment of the spirit of contract. The relationship between the central and local governments and the mutual use of each other determines that the royal power of Western Europe can not be as tough as the eastern power.
