With the development of modernization,motor vehicles and non-motor vehicles have entered the Chinese market and become the main means of transportation.Motor vehicle riders and non-motor vehicle riders have also become the main participants.Because of the increasing number of traffic participants and the limited traffic resources,some conflicts occurred,for example,interest been conflicted and rights been restricted.Many local governments have proposed some solutions to this problem.Shenzhen's transportation department has put forward the "Banning electrical bikes" policy.This policy aroused extensive discussion but eventually failed to solve the traffic problems.This leads us to reflect it from the perspective of ethics and find out the reasonable traffic policy to solve the problem of road conflict.The essence of the contradiction between motor vehicle riders and non-motor vehicle riders is the conflict between the rights and interests.The traffic departments have to solve the conflict and keep balance between rights and interests,they also will face a series of ethical dilemmas.For example,the supply of traffic resources can not reach the traffic subjects' demand,what kind of value should the policy put more emphasis on,efficiency or fairness? In addition,some traffic subjects that do not obey the traffic rules and destroys the rights of others,and it lead to the imbalance of individual rights and obligations,which have caused obstacles to the formulation and implementation of the road right policy.In view of these contradictions and difficulties,this paper puts forward corresponding solutions for road rights of motor vehicles and non-motor vehicles from an ethical perspective.First of all,we must protect the basic rights of motor vehicle riders and non motor vehicle riders.Only by equitable distribution of rights and transportation resources that can ensure the justice of social basic structure and ensure the effective implementation of policies.Secondly,although the efficiency priority has some merit,it follows the efficiency priority on the road right problem and implements the "one size fits all" management mode,which violates the rights and interests of the non motor vehicle drivers and can not get the ethical defense.In solving the right of traffic problem,we should follow the principle of fairness.Finally,to ensure the performance of the traffic subject obligations,to realize the reciprocity of exercising rights and fulfilling obligations,to guarantee the rights and dignity ofthe disadvantaged groups of traffic,then we can get an ethical defense and ensure the long-term stability of the society.
