Rawls retains the right to engage in warfare intervention with outlaw states in the The Law of Peoples.By sorting out the relevant expositions in the The Law of Peoples,Rawls reconstructs the limits of the right of war.Rawls proceeds from the concept of liberal justice and forms a law of peoples in free and democratic countries,the law is respected and obeyed by the free people,while the decent people are tolerated as a member of the people's society for respecting the law of peoples,and the law of peoples Article 6 considers the universality of human rights.Human rights are of great significance to Rawls's argument.Rawls's human rights are not logically deduced,rather a collection of urgent rights.Rawls believes that human rights are universally binding and that outlaw states do not respect human rights and even have serious violations of human rights.For this reason,Rawls believes that war interventions against outlaw states can be justified.At the same time,Rawls believes that outlaw states are dangerous and aggressive,and pose a threat to world security and human rights.Therefore,the use of war interventions to change outlaw states can be justified.I do not agree with Rawls in keeping the right of war for human rights and world security.Rawls's human rights are not involved in the process of formulating outlaw states.Major differences in human rights at different times and in different regions may not necessarily achieve universal recognition.At the same time,stressing that human rights surpass sovereignty will pose a threat to the country's sovereignty and human rights.Rawls believes that the outlaw states' internal system makes them aggressive,but in fact,the outlaw states are not generally aggressive or threaten world security.On the contrary,all countries are required to achieve liberal democracy or hierarchical consultation.War is a kind of evil.It has caused great disasters to humanity in terms of its purpose,methods,and results.Rawls does not elaborate on what constitutes a grave violation of human rights and aggressiveness,the subject and procedure for launching a war,and it is impermissible to rashly reserve the right to war.Finally,I will provide supplements on Rawls' right of war.First,it imposes strong restrictions on the right to war and only retains the right to self-defense,it opposes all wars,requires those who launch the war to take on more responsibilities,secondly,I will impose weak restrictions on wars,and provide supplements on the standards of identification and legal procedures for launching wars.At the same time,it adopts other feasible ways to improve the situation and it uses communitarianism to improve the situation of non-respecting human rights and aggressiveness,countries can use international dialogue to undertake obligations for improvement in outlaw states.The development of the commercial economy fosters the civic awareness of the outlaw states and finally forms the universal peace.We can build world alliances,such as Kant's peace alliance which negatively against wars or the United Nations that has the power to denounce wars.By understanding the history of the development of outlaw states we can help them to alleviate the problems of human rights and aggressiveness.
