The Research On Sichuan Reconstruction Conference(1925-1926)

At the end of 1925,the war in Sichuan stopped temporarily at that time.Meanwhile,because of serious natural disasters,Sichuan society had fallen into a deep crisis.The voice of calling for peace was growing increasingly louder in all sectors of Sichuan society.Because of several reasons,the plan of convening the Sichuan Reconstruction Conference was put on the agenda.The Sichuan Reconstruction Conference was a meeting that convened by Liu Xiang,the Sichuan military chief,and Lai Xinhui,the chief executive of Sichuan.The representatives of the conference were mainly local gentries and landlords.This was a military-civilian cooperation meeting.The bills discussed at this conference could be divided into several major sections such as military,finance,civil affairs,and general affairs;and these bills involved multiple issues.On one hand,these bills reflected current state of political disorder in Sichuan and the declining status of all walks of life.On the other hand,it also showed that local elites in Sichuan hoped to rebuild the society.The basis of the Sichuan Reconstruction Conference was cooperation.However,there were still several contradictions in the cooperation,such as military issues,financial issues,and especially the issue of distribution of power where all parties demonstrated obviously different attitudes.Although many controversial issues reached consensus on the surface according to the spirit of cooperation,the attempt of searching for restrictions on the military power demonstrated a structural and inextricable contradiction in the background of military intervention that became gradually solidified,which had been also exposed obviously during the meeting.Eventually,this conference had failed in this complex background.The motion of the Sichuan Remedial Conference was a nice blueprint,this blueprint was constructed on an unstable military balance.Once this balance was broken,the blueprint turned into a bubble quickly.When the Sichuan Reconstruction Conference was held,Sichuan did not have an unified foundation and any conditions for peaceful development.Therefore,results of this meeting only be reflected in the bills.This meeting was a failed practice.At the same time,it revealed and suggested the significance of reunification for peace and development once again.
