| Since modern times,the introduction of western social relief thought has injected new factors into Chinese traditional social relief 。 Social relief during the Anti-Japanese War has always been an important field of academic concern and has achieved important research results。However,from the perspective of local history,the social relief problems in the Anti-Japanese War need to be supplemented。In this paper,by comprehensive Anti-Japanese War(1937-1945)as the investigation stage,in western Hubei rear area as the research object,with the evolution of the social relief thoughts and ways for clues,through literature collection、sorting and analysis,to sum up experience and lessons from them for the current western Hubei area social relief and social security。The thesis is mainly divided into five chapters from three aspects。The first part mainly focuses on the social relief situation in Hubei province of Hubei province in the first ten years of the Anti-Japanese War,and compares it from the two aspects of the national government and the western hunan government。During this period,the national government mainly carried out relief implementation under the framework of the relief institute,and the folk relief played an auxiliary role,and the relief administration of local society was guaranteed by the restoration and improvement of the warehouse system。The social relief in western Hubei province was mainly carried out under the military siege and economic blockade of the Kuomintang army。As a result,the social relief with obvious colour revolution,in all-around be killed in a disaster relief to the masses and mobilize the public into hit the local tyrants and evil gentry,the land of the landlords and the rich peasants,and relief of the poor Soviet area people。The second part mainly discusses three chapters :first,the formation of the strategic position and the change of population in the west of the war。Due to the formation of the western Hubei rear strategic position in wartime,the Hubei provincial government and both refugees come westward,cause behind the western Hubei population appear larger changes,bring enormous pressure to western Hubei rear social relief。Secondly,it mainly discusses the reorganization of relief agencies,the source of relief funds and the use of these two aspects from the centralgovernment of the national government to the government of Hubei province and the county government in the rear。The government of Hubei province and the prefectural governments at the rear of Hubei province have adjusted the social relief agencies in accordance with the national government。The relief funds are mainly discussed from the sources of funds and the use of the two levels,and the data statistics are analyzed and explained。Thirdly,from the three perspectives of war refugees,famine refugees and urban poor,the micro-analysis of social relief in the rear of west Hubei is carried out,and the implementation and reform of relief measures are specific。The third part is the summary analysis and evaluation of the social relief work in western Hubei during the Anti-Japanese War period。It is concluded that the primary purpose of the social relief work in the western Hubei is to guarantee the life of refugees 。 The relocation of refugees to western Hubei has also facilitated local development。And the implementation of relief measures has helped to stabilize the rear and support the war effort。But at the same time also should be noted that the government of Hubei province during the war,a series of social relief measures in the exploration practice stage,many measures have timeliness,as advance with time,the war gradually。Although the Hubei provincial government has paid attention to and made a series of adjustments in this regard,there are still deficiencies in the whole。Shortage of relief funds;Limited relief efforts;Lack of attention to the urban poor;The insufficiency of folk remedies and the lax supervision of relief have weakened the relief effect。... |
