Study On The Implementation About "Purchase With Quantity" Policy Of Inner Mongolia Medical Insurance Drugs From The Perspective Of Public Management

The policy of "purchase with quantity" is implemented in China,on the premise of guaranteeing the quality and supply,its propose is to promote the full competition of drug enterprises each other.By making the clear and guaranteed policy resources of drug purchase,more bidding space can be obtained to realize the“group purchase”of medical insurance drugs and return the price of drugs to a reasonable range.At present,the pilot area of the implementation of this policy in China has been expanded to the whole country.Meanwhile,all regions are making the great opportunity to do make active explorations in the implementation about this policy and strive to form the special implementation mode of the policy with local characteristics.Based on the perspective of public management,the research is focused on the implementation of the policy of "purchase with quantity" in Inner Mongolia.Under the guidance of Xi Jinping’s people centred theory,it applies the theory of government function and social governance theory,it also adopts the methods of literature research,investigation with interview,and systematic analysis to carry out the research on the implementation of the policy of “Purchase With Quantity” for Inner Mongolia medical insurance.In the first part "Introduction",it describes the research background and significance,it analyzes the domestic and foreign related literature and introduces the research content and related methods,and puts forward the innovation andshortcomings of this paper;In the second part "the related concepts and theoretical basis",it defines clearly the concepts of medical insurance drugs,centralized purchase of medical insurance drugs,and Purchase with quantity of medical insurance drugs.And then,it explains the theory of government functions,social governance Theory and Xi Jinping’s people centred theory;In the third part "the process and present situation about the implementation of the " purchase with quantity " policy in Inner Mongolia",it analyzes the current situation of the implementation of the "purchase with quantity" policy for medical insurance in Inner Mongolia,it describes the effectiveness of the implementation of this policy in Inner Mongolia;The fourth part is about the problem and relating reasons for the "purchase with quantity" policy of Inner Mongolia medical insurance drugs.The fifth part "the choices of improving the implementation of the policy",it proposes the relating suggestions on strengthening the implementation of the “Purchase With Quantity”policy of Inner Mongolia medical insurance drugs from the organizational system,policy system,mechanism construction,carrier standard,collaborative governance and supervision evaluation and other aspects.In the sixth part "conclusion",it points out the conclusion of this paper.
