In recent years,with the deepening of the reform,the central increase health project investment year by year at the same time,health special funds also presents a large amount,the characteristics of diversity,coupled with the illegally occupied misappropriate,unreasonable allocation,the process is not standard,stir not in time to the emergence of problems,such as this is a reminder that the scientific guide and effective audit supervision health special funds,is each auditor needs to think and solve the issue.Based on my working experience in the audit bureau of district X,N city,and taking district X,N city as a case,the author mainly discusses the problems existing in the supervision and audit of special funds for health,and tries to put forward corresponding countermeasures and suggestions.The main content of this paper is as follows: The first part is the introduction,including the research background,research significance,research status at home and abroad;The second part is the overview of health special fund audit and related theories.The third part is the current situation and existing problems of health special fund audit in X District.It summarizes the problems such as imperfect special fund audit system,outdated and backward audit management methods,weak execution and organization of departments,inadequate implementation of audit supervision and insufficient application of audit results.The fourth part is cause analysis,including lack of consciousness of follow-up audit,unclear subject of responsibility,inconsistency between fund allocation and demand,unequal power and responsibility,inadequate supervision,and insufficient ability of auditors.The fifth part is the countermeasures to improve the health special fund audit of X District,including perfecting the rectification supervision mechanism,expanding the information audit technology,realizing the linkage of responsible departments,strengthening the level of organization and management,promoting the construction of professional talent team,and making full use of the audit results.The sixth part is the conclusion and prospect.In view of the problems of health special funds in audit,the paper puts forward countermeasures and Suggestions in order to meet the actual work needs.This paper not only needs to consult a large number of literature materials,but also needs to analyze the actual cases and summarize effective Suggestions.However,due to the limited level of the author,there may be some problems in the project,such as insufficient research,unclear audit evaluation standards,and insufficient tracking audit concept.Theseproblems need to be constantly supplemented by the author in the future study and work to continue in-depth research.
