In April 2017,the "Guiding Opinions on Promoting the Construction and Development of Medical Consortia",issued by the General of Fice of the State Council clearly required that China's secondary public hospitals,tertiary public hospitals and government-run primary medical and health institutions to comprehensively promote medical consortia(herein after referred to as the construction of medical associations).By the end of 2018,Fujian Province has formed a total of 18 medical associations,forming four types of medical associations,the consortium model includes the comprehensive medical consortium model represented by the Fuzhou First Hospital Medical Consortium,etc.;the cross-regional specialist alliance model represented by the Meng Chao Liver and children's hospital pediatric alliance,etc.;the county-level compact medical community model represented by Minqing and Yongtai;the urban medical group model represented by Jin'an and Changle.At present,most scholars focus on improving the construction of medical consortium system,but few studies have helped to gradually eliminate the problems of financial investment,benefit distribution,cost and performance appraisal in financial control of medical medical consortium,and explore the best financial management mode for medical consortium.Therefore,based on the research on the theory of financialmanagement and control mode,this paper makes a careful study on the optimization and development of financial control of public hospitals under the background of medical alliance policy and puts forward effective suggestions.This paper combining theoretical research with case analysis.Firstly,introduces the research background and significance.Secondly,the concept of financial control in public hospitals and relevant literature at home and abroad are reviewed and reviewed to provide theoretical basis for case study.Then,it summarizes the objectives and requirements of financial control reform in medical consortium construction in recent years,and puts forward the necessity of optimizing financial control in public hospital medical consortium under the background of medical consortium policy.Furthermore,taking the F public hospital in Fujian Province as a case,this paper makes a qualitative and quantitative analysis of the problems and causes in the financial control model of F public hospital medical consortium.Finally,puts forward some substantive suggestions on optimizing the financial control and management of F public hospital consortium in Fujian Province.The results of the study are as following:1.Combining hospital financial analysis theory with case hospitals--F public hospitals,a qualitative and quantitative in-depth study was conducted on the financial control problems and causes of themedical consortium led by F public hospital.The research results showed that F public hospital,as the lead unit,has problems in the financial control of the medical consortium and the reasons in the financial control of medical consortium.These include the obstacles in the financial system,the imperfect supporting policies,the internal benefits distribution or medical associations,the lack of rationality in the settlement of medical insurance,the unclear target of cost in the Medical Association,the improvement of medical projects and medical expenses,and the lack of a fine scientific system for performance management.2.This paper puts forward scientific,prospective and feasible suggestions for optimizing the internal financial control of medical alliance,including improving the comprehensive budget management mechanism,breaking the obstacles of fiscal system,establishing the mechanism of sharing interests,setting up medical consortium guarantee funds,establishing the cost control system of departments,and clarifying the center of cost responsibility.We should build fine management of informatization,strengthen the leverage of performance pay reform and so on.
