Analysis On Benefit Equity Of Health Financial Subsidy For Residents In H Province

Objective: To analyze the benefit equity of H provincial government health financial subsidies in 2013 and 2018,evaluate the target efficiency of health financial subsidies,and provide the basis for the government to adjust the health financial subsidy policy.Method: Using the relevant data of H Province's health financial annual report,total health expenditure and residents' health survey in 2013 and 2018,combining the utilization information of residents' individual health services with health financial subsidies,and using the analysis method of benefit attribution,the distribution and fairness of health financial subsidies in different economic levels were evaluated.Result: 1)In 2013,the concentration index of outpatient subsidy,inpatient subsidy and total medical subsidy in H Province was 0.02,0.13 and 0.14,respectively,which were positive,with poor absolute fairness.The Kakwani index was-0.35,-0.24 and-0.23,respectively,which were negative,with better relative fairness.2)In 2018,the concentration indexes of outpatient subsidy,inpatient subsidy and total medical subsidy in H Province were 0.01,0.07 and 0.07 respectively,which were still positive but slightly decreased.The Kakwani indexes were-0.40,-0.34 and-0.33 respectively,which were negative.3)Compared with 2013,in 2018,the concentration index of outpatient subsidy decreased from 0.02 to 0.01.The concentration index of inpatient subsidy decreased from 0.13 to 0.07,which improved the fairness.Conclusion: 1)In 2013,the distribution of health financial subsidies in H Province failed to reach the target efficiency.The distribution of various subsidies among the population is that the rich get more and the poor get less.2)Compared with 2013,the absolute fairness and relative public average of the distribution of health financial subsidies in H Province in 2018 improved.3)Compared with hospitals,the benefit distribution of health financial subsidies for residents in primary medical and health institutions is more equitable.Figure 2;Table 21;Reference 61...
