Objective:To establish a division of labor cooperation mechanism between higher-level medical institutions and primary medical institutions,guide ordinary medical treatment to the basic level,use medical and health resources reasonably and effectively,and gradually realize the first-level diagnosis and two-way referral treatment system at the basic level is related to the health of the people The relationship with the vital interests of the people is a major issue of people's livelihood and the key to achieving the strategic goal of "Healthy China".As an important carrier for effectively implementing the grading diagnosis and treatment system,the importance of the construction of the medical consortium in the new medical reform has gradually emerged.In this paper,based on the comprehensive review of the existing research results of longitudinal compact medical consortiums by Chinese scholars,based on comprehensive performance as a research perspective,six longitudinal compact medical consortiums in Jiangsu,Jiangsu,Jiangsu,and Jiangsu The research object is to conduct empirical research by constructing a comprehensive performance evaluation index system of the vertical compact medical consortium,and explore the problems faced by improving comprehensive performance based on the empirical results,so as to propose relevant improvement strategies to provide a certain level of comprehensive performance management evaluation for China's medical consortium in the future Reference.Methods:In the literature review section,the literature analysis method is mainly used to collect domestic and foreign literature on medical consortium research to understand the research status of medical consortiums at home and abroad;in the construction of vertical compact medical consortium comprehensive performance evaluation indicators In the system part,the Delphi expert consultation method is mainly used.Through expert consultation,the index system of comprehensive performance evaluation of the vertical compact medical consortium is finally established,and the weights of four first-level indicators and nineteen second-level indicators are calculated and determined using the entropy weight method..The improved efficiency coefficient method was used to calculate and rank the comprehensive performance of the six vertical compact medical consortiums,to find out the problems in the operation status and improve the comprehensive performance.Results:(1)In this study,through two rounds of Delphi expert consultation method,the evaluation index system of the comprehensive performance of the vertical compact medical consortium was finally determined,which was mainly divided into "division of labor cooperation","medical resources up and down","efficiency benefit" and Nineteen indicators in four parts of "sustainable development".(2)Analysis of part of the data of "Partnership and Collaboration" found that:the signing rate of family doctors in Suzhou and Suzhong is higher than that in northern Jiangsu,and the hospitalization rate of family doctors in southern Jiangsu is lower than that in Suzhong and northern Jiangsu.The rate of chronic disease management among family doctors contracted by residents in the southern region is higher than that in the central Jiangsu and northern Jiangsu areas,and the rate of file establishment of residents in the northern Jiangsu region is higher than that in the southern Jiangsu and central Jiangsu regions.The rate of medical consultation in the medical union in southern Jiangsu area,the proportion of primary and secondary medical and health institutions,the proportion of professional and managerial personnel dispatched to medical institutions at the second-level and above,and the medical staff at the primary level to go to higher-level medical institutions for more than three months The ratio of the proportion of patients transferred to primary medical institutions and the proportion of patients transferred to primary medical institutions are higher than those in Suzhong and Northern Jiangsu.However,the proportion of patients transferred from secondary and tertiary hospitals in southern Jiangsu to subordinate hospitals is much lower than that of Su Zhonghe.Northern Jiangsu area;analysis of the "efficiency and efficiency" part of the data found that the average length of stay of the lead hospital was similar in the three areas of southern Jiangsu,central Jiangsu,and northern Jiangsu.The bed utilization rate of primary medical institutions in southern Jiangsu was higher than that of Suzhonghe.In the northern Jiangsu area,except for individual outpatient and hospitalization expenses,the overall southern Jiangsu area is higher than that of the central Jiangsu and northern Jiangsu areas;the analysis of the data of the"efficiency and efficiency" part found that:the economic development level of the central Jiangsu and northern Jiangsu areas is higher The satisfaction of urban patients and medical staff is also higher,and the satisfaction of patients in southern Jiangsu is higher,but the satisfaction of medical staff is lower.(3)Empirical research using the evaluation index system of the comprehensive performance of the vertical compact medical complex and the improved efficacy coefficient method found that there is a certain relationship between the comprehensive performance of the vertical compact medical complex and the regional economic development level,that is,the higher the economic development level,The overall performance is relatively higher.Conclusion:The improvement of the overall performance of the vertical compact medical consortium requires the joint efforts of the government,medical institutions at all levels,and residents to help and promote each other.Among them,the government needs to ensure that various departments such as health,finance,social security,development and reform,and civil affairs of the country and various regions work together to cooperate,communicate and exchange,and take a multi-pronged approach.Relevant management departments in medical institutions at all levels need to be responsible for formulating comprehensive performance evaluation standards and personnel incentive policies.Medical staff through active missionary education,effectively play the role of family doctors,and do the role of "gatekeeper" for primary health.Residents need to change the traditional medical concept and form a good medical environment.
