Research On Medical And Health Assistance In Liaocheng Area From1959 To 1961

The three years,from 1959 to 1961,was called "three years of economic hardship" by Chinese scholars.This period has always been the focus of historians at home and abroad.Most of the scholars' research focused on the causes of the "three years of economic hardship",the number of abnormal deaths,and the impact of the disaster.Few people have studied the government's medical assistance for this period.Taking Liaocheng,a city in Shandong Province,as a case,this paper uses archival materials and oral history materials to restore the whole process of medical and health assistance conducted in Liaocheng during the “three years of economic hardship”and analyzes the role and shortcomings of medical assistance in the disaster relief.The first chapter introduces the outbreak and spread of the epidemic in Liaocheng from 1959 to 1961.During the "three-year economic hardship period",nutritional diseases and infectious diseases are the main sources that jeopardize the health of people in Liaocheng.I will analyze these two types of diseases from three aspects including the proportion of people suffering from the disease and the age of people who are susceptible to the disease,the time of onset and the situation of the vulnerable groups(women,the elderly,children),and outline.The development of the epidemic in the Liaocheng during the period.The second chapter is about the understanding is aids of the epidemic situation in Liaocheng.After the outbreak of the epidemic situation in Liaocheng.After the outbreak of epidemic,the health department of Liaocheng District attached great importance to the epidemic.It reported the epidemic situation to the provincial department and gave instructions on disaster relief to the lower level.Under the guidance of provincial departments.The district has improved medical infrastructure by establishing grassroots health institutions,increasing hospital beds and medical equipment,and cultivating health technicians.At the grassroots level,there are nursing canteens and nursing homes.In order to carry out the census and general work,medical teams were set up to carry out diseasetreatment.The third chapter introduces health technicians` specific treatment and its outcome.Taking edema disease in nutritional diseases and malaria in infectious diseases as examples,I analyze the health technician`s knowledge and the treatment measures of pathogenesis of these two diseases,which reflect the role that the health technicians played on disease treatment.I also analyze the effectiveness of nutrition canteens and nursing homes in the grassroots health care.Finally,I summarize the role and deficiencies of the entire medical assistance in the disaster relief.Because of the limit of objective conditions and management defects,the medical assistance in Liaocheng only relieved the condition of some patients,and inhibited the spread of large-scale of diseases.Although the problem was not solved fundamentally,the attitude and behaviour of the local government reduced the public complaints,which was the mental basis for people to approve and to support the Communist government after the difficulties.
