Research On The Management Of Medical Insurance In Different Places In Guangdong Province

As the frontier of China's reform and opening up,Guangdong Province has made brilliant achievements in the past 40 years,and has also ex plored new methods and new ideas in the management of off-site medical treatment.At present,all cities have completed the overall planning of medical insurance in the city,but the overall planning of medical insuran ce in the province has not yet been established.In this case,the settlement of medical insurance in different places between cities has become the main way at present.With the rapid development of economy,the mode of transportation has become fast and convenient,which has accelerated the free flow of population.It has changed the behavior of seeking medical treatment in different places from the original special phenomenon" to" universal phenomenon".The original management services and reimbursement channels no longer meet the needs of the current medical personnel in different places.From the perspective of several years after operation,although the settlement of medical treatment in dfferent places between cities and provincial capitals has been basically opened,the p rop ortion of reimbursement for medical treatment in different places is generally low.Many of the settlement of medical treatment in different places among municipalities still follow the previously signed agreements for medical treatment in different places.Some cities can only use reimbursement in advance to pay for medical treatment in different places,resulting in a lot of problems.he coexistence of re-settlement methods also exposes problems in the management and service of off-site medical treatment.In a sense,the contradictions are concentrated in the provincial capitals and several cities with developed medical level.In the process of solving the problems of off-site medical treatment management,new problems arise,How to solve these problems scientifically and effectively has become the focus of this paper.This paper studies the background and causes of the problems in the management of off-site medical insurance in Guangdong Province,mainly using literature analysis,questionnaire survey and comparative analysis,based on the concepts of basic medical insurance,off-site medical treatment,public goods theo ry and socia l equity theory,to analyze and study the current situation of off-site medical insurance management in Guangdong Province.Taking Zhaoqing City as the research object,this paper collects various opinions and opinions of insured people on medical treatment problems in different places,consults and understands relevant departments,extracts silk and cocoons from common problems,finds out the problems and thinks about solutions.By fully studying the typical practices at home and abroad,especially drawing lessons from the experience of transnational and foreign medical management of the European Union,this paper puts forward the general ideas and Countermeasures for solving the problems of medical insurance management services and cost settlement i.n different places between cities and regions in Guangdong Province,and points out the methods for resolving the main contradictions step by step,so as to promote the reasonable coverage of the management system of medical treatment in different places throughout the province.The local government really guarantees fair and reasonable medical insurance treatment for the insured,and also hopes to contribute to solving the problems of medical insurance management in different places in Guangdong province.
