Research On County Medical Community Performance Evaluation System

With the continuous deepening of new medical reforms in China and the continuous advancement of the construction of graded diagnosis and treatment systems,the reform of the rural three-level medical and health service system is imminent.The establishment of the county medical community is of great significance for guiding the county hospitals to strengthen the support for grassroots medical and health institutions,effectively improving the basic medical service capacity at the grassroots level,changing the uneven distribution of medical resources within the county,and improving the efficiency of resource utilization.At present,China's health market competition is becoming increasingly fierce,medical resources are not balanced,and fiscal compensation is insufficient.It also forces medical administrators to improve their management level to enhance their core competitiveness and promote the healthy development of medical communities.Performance management is an important tool to improve the management level of medical community.This study is a powerful tool to ensure the realization of the strategic development goals of the medical community by constructing a set of effective medical community performance evaluation system.This study firstly expounds the theory of medical community and its performance management by theoretical analysis,and lays a theoretical foundation for this research.Secondly,through literature research and field research,the formation and development of medical complexes at home and abroad,medical The status quo of the performance evaluation of the consortium is deeply analyzed,pointing out the development advantages of the county medical community,and the performance evaluation is of great significance to the development of the medical community.However,due to the fact that the scientific and rational performance evaluation system of the county medical community has not yet been formed,It is impossible to effectively evaluate and guide the implementation of the medical community.After the collation of the literature and related materials,the performance evaluation system of the county medical community in China was analyzed and designed through the Delphi method and the analytic hierarchy process.In this study,using the general methods of performance evaluation such as balance scorecard,KPI index and 360-degree assessment method,the county-level medical community performance evaluation model of operation efficiency,health management,medical service and social benefit was preliminarily constructed.Through the summary of the typical medical community model in China,combined with the latest literature,and collating relevant data,the evaluation index system of county medical community was first drafted by Delphi method,including 4 first-level indicators and 13 second-level indicators.61 indicators.Through three rounds of expert interviews,the indicators with the mean value of the indicators greater than 3,the coefficient of variation less than 0.3,and the standard deviation of less than 0.7 were retained,and combined with expert opinions,four operational efficiency,health management,medical services and social benefits were finally constructed.Dimensional expansion,including the first-level indicators 4,the second-level indicators 11 and the third-level indicators 55 county-level medical community performance evaluation system.Finally,the analytic hierarchy process is used to set the weight of the performance evaluation system of the county medical community in China.The main research results of this study are to construct a county medical community performance evaluation model and construct a county medical community performance evaluation index system.The four dimensions of the county medical community performance evaluation system are: operational efficiency,health management,medical services and social benefits,which fully reflects the actual situation of the current medical community development and China's policy requirements for medical community development,and conforms to healthy China.The development trend has effectively unified the social welfare and economic benefits of the medical community.It is of great significance to improve the overall operational efficiency of the medical community,realize the strategic goal of the medical community,and implement the graded diagnosis and treatment.It also provides a reference for the subsequent performance evaluation of the county medical community.
