Since the reform and opening up,the contradiction between energy supply and demand in Henan Province has been expanding.In recent years,the pressure on energy conservation and emission reduction has also increased.Henan Province has vigorously promoted advanced technologies for improving energy efficiency,but the total energy consumption is constantly rising,particularly in the logistics industry at present.There are many technological innovations,but the energy consumption is still large.Therefore,accurately evaluate the energy rebound effect brought by technological improvement when implementing energy conservation policies.There is no literature to study the rebound effect of energy consumption in Henan Province.This paper explores the relationship between technological progress and total energy consumption from the perspective of technological progress,select appropriate indicators to quantify the model and panel data,and studies the rebound effect of energy consumption in Henan Province,which has practical significance for achieving energy conservation and emission reduction targets in Henan Province.The article expounds the status quo of energy consumption and the progress of technological progress in Henan Province,constructs an output-oriented exogenous growth model,and uses the DEA-Malmquist productivity index method to measure the rebound effect of energy consumption.Based on the panel data of Henan Province from 1978 to 2017,this paper constructs a production-oriented DEA model to measure the total factor productivity of Henan Province,among them,capital,labor,and energy are input factors,and GDP is the output factor,and draws the contribution rate of technological progress to economic growth,and then calculates the rebound effect of energy consumption in Henan Province.The result shows that the contribution rate of technological progress to economic growth in Henan Province from 1978 to 2017 is in a fluctuating trend,and the average technological progress contribution rate is 33.81%.Overall,technological progress has been promoting economic growth.The trend of energy conservation brought about by technological progress in the past seven years is lower than that in 2010.The rebound in energy consumption brought about by technological progress has been in a fluctuating upward trend.The rebound in energy consumption caused by technological progress in 2017 has nearly tripled since 1978.In the long run,the rebound effect of energy consumption has been constantly changing and fluctuating.In recent years,there has been a steady upward trend,with an average value of 61.68%,which is at a high wave dynamic potential.Therefore,the goal of Henan Province to rely solely on technological progress to reduce the total amount of energy consumption cannot be fully realized.Similarly,using the panel data of the logistics industry in Henan Province from 2001 to 2017 and constructing a Output-Oriented DEA Model by Applying the DEA-Malmquist Productivity Index Method.The labor force,logistics capital and energy consumption of the logistics industry are the input factors,and the output value of the logistics industry is the output factor,and to calculate and analyze the rebound effect of energy consumption in logistics industry.The results show that the average rebound effect of energy consumption in the logistics industry in 2001-2017 reached]30.97%.The rebound effect of energy consumption is very obvious in the logistics industry.And it is in the growth trend.The technological progress in the logistics industry has not effectively reduced energy consumption.The magnitude of the rebound effect affects the effectiveness of technological progress.This result provides a reference for the logistics industry to formulate policies for energy conservation and consumption reduction.It should encourages enterprises to introduce and develop new energy-saving and environmental protection equipment and new technology,optimizes the growth mode of logistics industry output value;promotes the use of clean energy,and strives to develop low-carbon logistics.Based on the above research,proposing countermeasures of energy saving and emission reduction in Henan Province.The government should guide the scientific and technological achievements of energy technology into practical energy-saving productivity,implement policy protection for energy-saving products and services,encourage and guide the upgrading of consumption structure;technological progress,energy price reform and industrial restructuring are carried out simultaneously;change consumption concepts and raise national awareness of energy conservation and environmental protection.
