A Research On Internal Control Of Hospital’s Drug Procurement Based On Risk Management

The compliance mechanisms in drug purchase business is an important part of the effective operation of hospital.Particularly in the current phase of health care reforming.If not control the risk in the process of purchasing drugs,it will impact directly on the quality of medical outcome and services.Not only they waste money,but also generate endemic corruption within the hospital when regulatory systems fail to control the price and quality of medicine.In the past most leaders of hospital don’t take the internal control of drug into account seriously and ability limitation adds the resistance of reform and receive the policy aim hardly,which made internal control system barely functioned.Now a huge push for cancel drug price addition in the New Medical Reform on medical institutions by State Council of China and The National Health and Family Planning Commission,in order to solve those problems.The new reform not only provides opportunities for the hospital,but also challenges.There are so many problems needs to be solved,such as how to put new policy into practice and how to control the risks in the drug purchasing business.And it’s also the significance of this study.The research object is MM hospital,which is an upper first-class general hospital.It provides medical service,health care,scientific research and teaching,disease prevention and other medical services.Because it put new policy into practice since August this year,could provide some data supports for this study and guidance for similar situations in the future.This paper firstly describes some basic theories of internal control and the theory of risk management about purchase.Then through extensive field research about the situation of executing new policy in MM hospital.Finally draw a conclusion and give some suggests.
