The aging of the population is an irreversible new normal population in China,which will have a sustainable and abyss impact on society.As China gradually enters into a deeper aging society,the characteristics of population aging and disability become more obvious,and the risk of the elderly suffering from diseases and disability is greatly increased.Long-term care issues have become the aging society that needs urgent solutions.The physiological function of the elderly gradually weakens with the increase of age and invasion of the disease,eventually leading to the loss of part all of their ability of self-care.In order to get through the life stage with both length and quality,one must rely on the assistance of others.At present,China advocates “ establishing pension care service system based on family care,community care,and institutional care as supplements”.However,due to the miniaturization of the family size,leads to the emergence of a large number of fewer children and no children.Additionally,women have generally entered the workplace,as a result,the function of family care has gradually weakened and families are no longerable to take care of them as they have done in the past.Secondly,since the current community and home care networks have not been fully established,the scale and demands of the elderly receiving care in the community cannot be fully satisfied.Finally,because of disabled elders with partial or total loss of self-care ability,they have a high degree of dependence on others,family care or community care cannot meet their demands.At that time,institutional care is a better choice.As an important part of the national pension security system,institutional care plays a supporting role and provides the ultimate guarantee for the elderly with the highest levels of disability.On the one hand,the size of the pension institutions determines whether the long-term care demands of the disabled elders can be effectively met.On the other hand,the quality of the long-term care is related to whether the long-term care service provided by the institution is really needed for the elderly.This paper is based on the background of the accelerating process of aging population in China,the deepening of the aging population,and the unfinished pension service guarantee system.In addition,the process of aging in Chongqing is ahead of most other provinces and cities in the country,and the urban pension care institutions in Chongqing as the starting point,through a combination of questionnaires and interviews,the disabled and semi-disabled elderly citizens who have long-term care in institutions in Chongqing are studied.The research is mainly conductedfrom the following aspects: the actual care status of the elderly,the supply level of the long-term care service,the quality of the actual care of institutions,the professional skills and the related policies of long-term care.The first chapter is the introduction part,which mainly introduces the background,purpose and significance of the topic,research ideas and methods,and the research status at home and abroad,and finally points out the key points,difficulties and innovations of this research.The second part is mainly to theoretically explain the current situation of aging in Chongqing.Starting from the realistic background,it analyzes the necessity of long-term care in Chongqing development institutions.The third part is the core part of this article,mainly analyzes the status quo of the long-term care of the disabled elders in Chongqing.Based on the data,combined with the results of the survey,the current situation of the long-term care of the urban institutions in Chongqing,the care demands of the disabled elders,and the professionalism of the caregivers are analyzed.The fourth part is the recommendations and countermeasures.It mainly focuses on the issues existing in the long-term care of urban institutions in Chongqing,and the internal and external factors.In terms of emerging issues,it begins with national policies,regulations,and the social,financial,institutional,and educational aspects,while drawing on domestic and foreign excellent experience in long-term care,to effectively improvethe living environment of the pension institutions,the quality of long-term care of the pension institutions,and effectively meet the care needs of the disabled elders.
