Study On The Factors Of Drug Centralized Purchasing Policy On Medical Expenses And Countermeasures

In recently year,with the aging of population,the changes of human diseases spectrum and the progress of medical technology,the trend of medical expenses grow quickly.The medical expenses has become a hot issue in China.The increase in medical costs become the economic burden on government,society and individuals.The problem of medical treatment is becoming more and more serious.There are many factors influencing the cost of medical care and the most one is drug cost.This study would use the data on drug purchasing and using in medical institution for 2 years in Shaanxi provice.We would focus on policies such as centralized procurement,distribution,use,supervision and health care of drugs,The control measures of medical expenses are analyzed in order to offer the countermeasure.Our research mainly consists of the following parts.Firstly,introduces the related concepts of drug centralized purchasing and historical leather,the drug centralized purchasing mode,this study analyzes the factors which affect the focus of the medical expenses,put forward the small ones,classification of procurement,dynamic adjustment of improvement measures.Secondly,we would analyzed the influence of drug delivery mode on medical expenses.Through the "votes","two votes",a "votes" research,drug centralized purchasing should be compressed in the circulation and improve distribution concentration,reduce circulation costs,and in the last reducing drug prices.Thirdly,with drug centralized purchasing in Shaanxi Province using the status quo,analysis of medicine proportion control policies,national system for basic drugs and clinical application of antibacterial drugs classification management system,and the influence of auxiliary drug use management of medical costs,lead to strengthen the drug use regulation,both to reduce waste of drugs,reduce the medical burden of patients,and to improve the efficiency of the use of health resources,to maximize the national health input and output.Fourthly,we would study the link between drug concentration purchase and reimbursement policy and the impact on medical expenses.By the buyer and the supplier of the constraint mechanism,the medical insurance payment standard,the medical insurance payment analysis.It is concluded that health insurancepayment standard indirectly affect drug prices and health care costs,to give full play to the role of health insurance payment standard,need policy supporting and environment improvement.Fifth,Analysis of other factors affecting drug procurement.In an overcompetitive market,the actual price of drug effect is not too big,but the change of medical service system of financing and the distribution pattern,medical institutions can benefit from drug "secondary bargaining",will arouse the initiative of negotiation,lower drug prices.Above all,the drug centralized purchasing related influencing factors were summarized,which including drug approval,quality supervision,centralized purchasing,circulation distribution,use,supervision and key factors such as health care payments,puts forward the corresponding policy recommendations,provide the reference for the decision-making departments.
