The Study On China's Medical Aid To African Countries In New Century

important parts of the “ community with a shared future for mankind”advocated by General Secretary Xi Jinping.From the beginning of the birth of People's Republic of China,China has always adhered to the basic principles of "friendly interaction,mutually beneficial cooperation",and made every effort to build Sino-African relations,hoping to achieve common development and common prosperity of the two countries.With long-term efforts,most African countries have become important strategic partners in the political and economic trade of our country.In order to further strengthen Sino-African relations and further consolidate bilateral relations,China has been steadfastly taking the road of peaceful development,constantly strengthening medical aid,and resolutely implementing the work of medical aid.From 1950,China has provided medical aid to the African countries,which became the beginning of the friendship between China and Africa.In 1963,China sent the first medical aid team to Algeria,aiming to improve the local medical conditions and solve the difficult problems of local people to see a doctor.So far,the medical assistance for Africa has lasted for more than 50 years,and the medical assistance teams are enlarged by its rapidly improving and construction,aiming to become a bilateral personnel exchanges,health care team,training of medical personnel,hospitals and malaria prevention and treatment center and a full range of medical aid system.There is no doubt the growth of Chinese medical aid team and improvement on the medical aid system,African people's medical environment hascontinued to improve,while China's medical aid has won the praise of the majority of the people of Africa and the approval of the international community.Strengthening the medical assistance for Africa has great theoretical and practical significance,which not only can enhance the Chinese influence in developing countries,But also can set up build up a Chinese responsible image,and also have huge positive effects to promote South-South Cooperation and North-South Dialogue.Our country has made remarkable achievements and also accumulated rich experience in supporting medical aid for Africa in the past 50 years,which has the following main points: 1.The International Humanitarianism is the historical orientation of China supporting medical aid for Africa.2.According to the changes of international and domestic situations and the environment,and timely making adjustments to medical aid policy is the policy basis of China supporting medical aid for Africa.3.Integrating African medical aid into the framework of global health governance and strengthening international multilateral cooperation are the goal orientation of China's medical aid to Africa.However,on the basis of the numerous and successful medical aid to Africa,there are many problems in the medical aid: 1.The strategies of China's medical aid to Africa lack overall layouts and top-level designs.At present,China has not formulated an overall layouts and top-level designs that are prospective,systematic and scientific on the aid strategies,also it lacks of a long-term strategy and differentiated policies targeted on different countries on the aid.2.Our country is short of effective Human Resources Management.During the process of China's medical aid Africa,the undeveloped Human Resources Management leads to more difficulties on team recruit and long-term development and management,which has become a urgent problem for China's aid to Africa in this new era to establish a stable platform,formulate a scientific mechanism,allocate human resources properly and eventually to realize the idea of making a “non-walking medical team” named by Premier Zhou.3.The relevant departments at home who participate in aid to Africa lack coordination.Due to many reasons,the relevant departments at home who participate in aid to Africa lack coordination and countries and America,“core medical aid” must be provided for Africa.Besides China should improve the evaluation and supervision mechanisms for aid.A scientific and perfect supervision system will make supervision on resources allocation distributed to different aid projects more effective,and then help medical aid plan for Africa make good adjustment and improvement.China should enhance the communication and cooperation on international medical issues.In terms of the international perspective,our country shall realize multilateral cooperation on medical aid to Africa,which can not deepen mutual understanding with the international organizations,but improve the quality and effectiveness of the aid to Africa,aiming at making Chinese stories of the medical aid to African countries.
