Study On Health Poverty Alleviation In Huaxian County Of Henan Province

In October 31,2017,the national poverty counties-Huaxian declared poverty hat.The poverty marks Huaxian has made important progress in poverty reduction.This paper takes Huaxian as the research object,in-depth analysis of the causes of poverty and poverty in Huaxian poverty,health problems is the cause of the poor in Huaxian into a major cause of poverty.On this basis,this paper further analyzes the specific policies and measures adopted in the health alleviation of Huaxian.From the tactical level,the top-level design of the three aspects of the strategy and the ultimate goal,the comprehensive use of the following measures: the establishment of health records for health and poverty alleviation,open channel health,the first doctor,post paid ",improve the medical security,expand the range of chronic diseases and medication,twinning,carry out activities,specification diagnosis and treatment,strengthen supervision,improve the health institutions etc..By using the above measures,Huaxian achieve leapfrog development of health poverty,poverty population from 34747 down to 11007,poverty caused by the poverty rate reached 68.32%.Made in Huaxian health and poverty alleviation achievements worthy of recognition,but still has many problems,such as system defects,health and poverty alleviation fund use efficiency is low,poor management mechanism is not perfect,a serious shortage of medical resources is still restricting Huaxian to further promote the health poverty alleviation work.In addition,it is still faced with a severe form of poverty alleviation.At the end of 2017 not out of poverty population,poverty population proportion is as high as 70.41%.This requires that Huaxian need to further strengthen health support for poverty alleviation,and to innovate health measures for poverty alleviation.Finally,this article,based on the reality of Huaxian,puts forward relevant policy suggestions from three aspects of government function,social security and service system.Compared with previous literature,this research focus is more focused.By studying a county’s poverty situation and health poverty alleviation measures,it enriches the research perspective of the existing literature.Second,this paper systematically studies the Huaxian health and poverty alleviation policy present situation,characteristics,advantages and disadvantages as well as related factors,comprehensive reference,theoretical study and practical results in related fields at home and abroad,based on the actual situation of Huaxian health and poverty alleviation work,analysis of the current policy of poverty alleviation effect,target and task,put forward the poverty alleviation work in the direction of health in Huaxian the basic idea,principle and mode,which provides a reference for the development of Huaxian in the future of the poverty relief policy,and to other cities and counties health poverty alleviation work provides a theoretical basis and policy reference.
