Objective: In 2005,the fifty-eighth World Health Assembly presented "Everyone could have access to health services without financial difficulties".The goal is defined as "universal health coverage ".In 2009,China started a new round health system reform,Guangxi also put forwards to finish the basic medical health care system and continuous improvement of people's health in 2020,to make everyone have access to basic medical and health care.Therefore,This article from the perspective of universal health coverage,to evaluate and analysis the progress of Guangxi people's health and health care system.The purpose is to find the existing problems and analysis the reasons,making a judgment about Guangxi's reform progress;Then make theoretical and practical suggestions on the problems for the next reform policy anddirection.Method By literature review,we collect the goal of Guangxi medical reform,the key reform tasks and related policies.By searching the PubMed database of universal health coverage in the domestic and foreign research,learning connotation,exploring evaluation methods and evaluation indicators,using expert interview method to determine the evaluation dimensions and research priorities,searching the annual Guangxi Health Statistics from the official website.Using Excel for data collection,statistics,analysis,to judge the change of indicators,forecasting the effectiveness of national health coverage service in Guangxi in 2020 by SPSS17.0 statistics.Results: The progress in universal health coverage in Guangxi: in2008-2015,personal cash health expenditure accounted for a significant reduction in the proportion of total health expenditure,the proportion of the total health expenditure to an average annual decline of-6.09%;in2010-2015 the average annual growth rate of the number of registered nurses per thousand population reached 11.65%,the number of beds,the average annual growth rate of the number of health workers per thousand people have exceeded the rate of 9.89%,9.01%;in 2010-2015,the total number of medical and health institutions in Guangxi with an average annual rate of 3.44% growing,the number of patients admitted to the hospital up to 7.09%;Guangxi maternal infant mortality rate,maternalmortality rate continued to decline,with an average of 5.25% annually,the infant mortality rate decreased continuously at an annual rate of6.22%,down from 7.65 per thousand to 5.27 per thousand.The problems: The proportion of urban and rural residents medical expenses accounted for the proportion of household net income has decreased,however,the average cost of medical expenses in the hospital is still heavy,and the proportion of reimbursement of the actual cost of the new rural cooperative medical care is about 40%;grassroots township health professionals are 87% college and technical secondary school education,there are 7% of high school and below education,bachelor degree and above only less than 6%;The level of access to health services in township hospitals is not high;allocation of health resources between regions is still unfair,for instance the resources in city were better than that in countryside;there is still a large gap in cost levels between different social groups;rural residents' medical expenses burden are still heavy.Suggestion: With the existing strategy research,the government should pay more attention to the design of the top level policy based on fairness,and improve the level of medical insurance.broading the financing channels,controling the growth of medical expenses can effectively reduce the economic burden of disease of residents.Comprehensive measures should be taken to increase the level of financial input tosupport the standardization of medical institutions,improve the service level of primary medical institutions.To increase the awareness of health education and health promotion,improving the awareness of personal health management,are very important ways to achieve national health coverage.Last but not last,the key point is to increase the attention to the low-income groups.
