Research On Public Medicine System Of The Period Of Occupation In The Northeast China

After the September 18 th Incident in 1931,the system of public medicine in Gojoseon,Taiwan and Liaodong Peninsula leased territory implemented by the Japanese-Puppet Regimes introduced into the Manchukuo State.To this end,the Japanese-Puppet Regimes successively formulated the “Criteria for Public Medicine” and the “Rules for Public Health in Xing'an Province,” and recognized physician qualified medical practitioner as “public doctors”,responsible for epidemics,epidem ics,and epidemic prevention of epidemics of residents in remote mountainous areas and ethnic minority areas.In the process of the implementation by the Japanese-Puppet Regime,a large number of Japanese physicians(including Taiwanese doctors)were recognized as medical doctors throughout the country.This measure not only enabled the Japanese-Puppet Regimes to strengthen social control in remote areas in the northeast through the Japanese public health authorities.Moreover,th ese public health doctors also combined with Japanese-Puppet epidemic prevention police system to form a puppet regime that controls the Northeast grass-roots pol itical power and became an important part of the Japan-Puppet Northeastern colon ial domination policy.This article through the absorption and organization of the first-hand documents of Chinese and foreign archives and libraries,used the Japan,the Gojoseon,the colonial Kanto state area(including subsidiary area of the South Manchuria Railway Company)as development of the public medical the background.After the September 18 th Incident,Japan established the medical and health system of the Manchukuo State in northeast China,and analyzed and understood the evolution of public health rules,the selection of public medical doctors,the station of public medical services,meanwhile elaborated that the public medical system is Under the historical circumstances.It's a colonial political control tool for Japanese Colonial appeasement policy,a tool cater to ethnic minorities,and a tool to maintain and strengthen public security.It aims to offset the will of the northeastern population against Japan colonial rule,use Northeast human resources and material resources,and deeply understand the actual situation in the northeast,protect the he alth of the Japanese living in the northeast,and ease the pressure on employment in Japan.At the same time,the Japanese-Puppet Regimes mandatory introduction of western medicine in the northeast of china has also indirect promoted the modernization of medical treatment in Northeast China.
