China is a large forest country with abundant forest resources but often damaged by forest fires.Forest fires not only affect the ecological balance but also cause huge losses to life and property.During the forest fire command and suppression process,if the fire can be discovered as soon as possible,and the allocation of fire suppression resources near the forest fire site,and the existing resources should be dispatched in a scientific and efficient manner,reasonable commanding the suppression forest fires in a timely manner will minimize the damage caused by forest fires.Nowadays,the continuous emergence and rapid development of today's high-tech technologies such as Internet technology,communication technology,and GIS technology,with the digitization of spatial data,forest fire command and suppression gradually tend to develop informatization.An intelligent forest fire command and suppression information platform that realizes deep integration and real-time sharing of fire suppression resources through the Internet has emerged.The integrated information platform integrates a variety of spatial data resources and is equipped with online command functions to help commanders quickly grasp the information of fire suppression resources,view the distribution of fire suppression personnel in real time,and receive and issue instructions in a timely manner to shorten the decision-making and deployment of commanders time to extinguish forest fires as soon as possible.According to the technology required for platform construction,comprehensively analyze the applicability of each technology in the implementation of this platform,and determine that ArcGIS Server technology is the support,HTML5+CSS+JavaScript technology is the front-end implementation,and ArcGIS API for JavaScript is the core.A technical system that uses jQuery as a development framework and Microsoft SQL Server as a data management tool.According to the deficiencies in the existing forest fire command and suppression work,the requirements of unified command,close cooperation and timely feedback are proposed.In response to the above requirements,the system requirements are subdivided into three functional modules:data management module,layer management module and command and dispatch module,and the corresponding functional requirements are proposed in the specific functions of each functional module.According to the forest fire suppression process,the business flow of this system is established,including three sections:daily management,command flow and rescue flow.In the system design,the layer control function,the optimal route selection function,the plotting command function and so on are realized.Finally,through the application simulation of the forest fire suppression information platform in Changsha City,the work flow and forest fire suppression situation of the platform when the real forest fire occurred were demonstratedThe simulation application results show that when a forest fire occurs,each functional module operates normally,and the platform can display rich map resources to the commander,helping the commander to understand the topography,traffic conditions,the distribution of suppression resources,the number of suppression resources,fire development status,etc.to quickly make dispatching decisions and strive for valuable time for fire suppression.During the command and dispatch,the commander uses the platform function to conduct unified command and dispatch,the communication between the rescue team and the commander is smooth,and the feedback is timely.Finally the fire was extinguished.
