In the late Qing Dynasty, agriculture was in a declining situation, and the peasant associations were regarded as the hub of improving agriculture.Zhili was devastated by the change of Boxer Zi,and there was an urgent need to restore people's livelihood.Since the beginning of the New Deal in the late Qing Dynasty,Yuan Shikai, the governor of Zhili, sent officials and gentry to visit Japan eastward and hired many Japanese agronomic experts to come straight. Many agricultural institutions run by Zhili were deeply influenced by Japan, and so was the preparation and establishment of the peasant associations. After sufficient preparation, the Zhili Agricultural Association was established, which was continuously approved by the Ministry of Agriculture,Industry and Commerce, and finally issued the customs defense pictures and texts. At the same time, the Zhili Agricultural Association was promoted to the whole country as a model. After the founding of the Association of Agricultural Affairs, the content and direction of work have been constantly adjusted according to the actual situation, and it has rapidly matured.Agricultural sub-committees around the country have also opened one after another under the urging of the Association.Under the leadership of local peasant associations and gentry directors, ordinary peasants have also made practical economic benefits by using new technology to plant crops and improve agricultural technology. The most far-reaching influence of Zhili Agricultural Association is to loosen the thought of farmers'stagnation and rigidity, and lay a foundation for the developmentand dissemination of modern agriculture.
