Analysis On The Afforestation Preservation In Shanxi Province And Research On Scientific Management Strategy

The construction of ecological civilization concerns the well-being of the people and the future of the nation.The Shanxi Provincial Party Committee and the Provincial Government attach great importance to the construction of ecological civilization,put the acceleration of national land greening in an important position,and put forward the goal of accelerating economic transformation and development and building beautiful Shanxi.The eleventh party congress of the province proposed to create a beautiful and magnificent image of the mountains and rivers in the mountains,and to construct the green barriers of Beijing,Tianjin and Hebei,to make the yellow land covered with green clothes,to make green become the background of beautiful Shanxi,and to solve the green development problems in ecologically fragile areas.The forestry construction in Shanxi Province has achieved remarkable results in recent years,but the problems of insufficient forestry power,slow growth,low quality and low survival and preservation rate of afforestation projects are still outstanding.To this end,this paper takes the artificial afforestation project of the provinces,cities and counties in Shanxi Province from 2011 to 2015 as the research object,and focuses on the analysis of the current status of the afforestation in the five years and the causes of the failure.The conclusions are drawn from four aspects: 1)The quality of artificial afforestation in the province is not high and the reserves are insufficient.It is necessary to speed up the afforestation speed and strengthen the scientific management of afforestation,so as to achieve high-quality forestry development in the province.(2)There is a general lack of unified land and space planning in the province.The implementation of afforestation land is difficult,the contradiction between forestry and animal husbandry,and the deforestation are serious.It is necessary to take the ecological view of the comprehensive management of landscape,forest,lake and grass as the general guidance,and the government will lead the province's land and space planning,strengthen departmental cooperation,implement large-scale afforestation,differentiated investment,and engineering management.(3)The province's artificial afforestation project management is unscientific,and the “engineering afforestation” system is imperfect.The province's afforestation project management system should be established to strengthen the afforestation project process management to ensure that each link has rules to follow and regulatory constraints.Dynamic management of afforestation projects across the province.(4)Inadequate management of young forests is an important reason for the failure of afforestation.Doing a good job in the management and replenishment of young forests is a key link to ensure afforestation and survival,and should integrate the management and protection system for key areas and key projects.Increase the investment in the costs related to raising and managing,and improve the transformation of forests.
