The construction of forest city,given its benefits in improving the city’s residential environment and landscape,is important at a practical sense.The mission of forest city construction is to "let forest stay with the city and let the city embrace the forest".Based on the science of urban forest and built ecology,taking the forest cities of Fujian Province as objects of study,this paper will summarize the status and the research progress of forest city construction at home and abroad by introducing the concept and the history of forest city construction,presenting its current status and achievements,and putting case study on the typical forest cities.This paper will also build the index system to evaluate the city’s capacity in construction,assess different forest cities as to their construction levels,and suggest effective ways as to the sustainable development of forest cities considering the existed major problems:1.The development of forest city construction in Fujian Province can be divided into 3 stages:the commencement from 2004 to 2010,the exploratory development from 2010 to 2016,and the fast development from the end of 2016 until now.Since Xiamen took the lead in obtaining the title of National Forest City in 2013,there has been 6 cities of Fujian Province,such as Longyan,Sanming and Fuzhou,won the title.This number is in the middle place among all Chinese cities,which does not match the province’s reputation as the key forest area of southern China and the city with the largest forest coverage in China.2.Despite the great achievements that have been made in the construction of provincial forest cities,the province’s afforestation in different regions is not balanced.As the outcome of efforts made in improving afforestation in the urban area,the roadways,the towns,the countryside and the shelter zones,and in improving the construction of eco-culture,43 cities of Fujian Province have won the title of Provincial Forest Cities,among which the city Sanming took the lead in reaching full forest coverage of provincial standard,followed by the cities of Fuzhou,Longyan and Putian.The afforestation in Ningde and Nanping lag behind comparing with the above.A case study on the construction of forest cities was carried out in the special economic zone Xiamen,the provincial capital Fuzhou,and Taining which is administrated by the city of Sanming.The study analyzed the above cities from their respective afforestation models as costal style,landscape style and eco-culture style.3.An index system to evaluate the city’s capacity in afforestation is suggested in this paper.The system includes 25 indicators referring to the 7 levels of 3 systems which are the afforestation,the environmental remediation and cultural construction,and the sustainability.Using AHP(analytic hierarchy process)and expert consultation method to put weight calculation on the index,the cities’ capacity of forest city is classified as 4 grades.The system is applied to the comprehensive evaluation of the 14 provincial forest cities and 29 provincial forest county of Fujian Province.All of the results are good as they reached or exceeded the level Ⅱ.Fuqing and Yongtai scored the highest,but there are unbalanced developments in the east and west in Fujian Province.4.In view of the major problems in the construction of forest cities in Fujian Province.Combined with the development trend of forest city constructionat home and abroad,this paper provide effective solutions to the sustainable development of the province’s forest cities such as to construct the forest city group,to build key construction and to coordinate the green development of urban and rural areas,to locate the forests in the city according to the close-to-nature model,and to bring new ideas to the old mechanism and create a highly efficient new administration system for the forest cities,and so on.
