Study On The Running Of The Cooperative Organization For Water Use Of Farmers In The Chahayang Irrigated Area

Agriculture is the foundation of China's national economic development and affects social stability.Water resources are an important guarantee for agricultural development and food production.The government has devolved the over-abundance of management rights in the past and devolved to the farmers' Water User Associations(WUA).It has actively promoted farmers' water use organizations in the form of farmers' water user associations in the irrigation districts,which has achieved good results.Through the promotion of the new mechanism of participatory irrigation management for irrigation water users,the construction of supporting facilities for irrigation areas has been effectively consolidated,which has enabled the construction facilities to make full use of the benefits within the service life,increased the awareness of self-management of the water users and promoted rice production.This article first defines concepts such as irrigation districts,farmers' cooperatives for water use,and farmers' water user associations.It explains the theory of cooperative economy and selfgovernance theory and lays a theoretical foundation for the implementation of nine farmers' water user associations in Chahayang Irrigation District.Conduct research and interviews with the chairman of the association,using literature,questionnaires,interviews,and case studies to conduct research on farmers' water user associations in Chahayang Irrigation District.The literature,questionnaires,interviews,and case studies were used to conduct research on farmers' WUAs in Chahayang Irrigation District.Firstly,the status quo of farmers' WUA organizations in irrigation districts were explained,which include the situation of irrigation districts,the development of WUAs,and the research on the process of setting up farmers' water users.And the relationships of farmers' WUAs and governments,water supply companies and farmers were combed.Afterwards,the WUA's operational management mechanisms,including the property rights operation mechanism,water fee operation mechanism,supervision mechanism,investment mechanism and incentive mechanism,were studied.It was learned that farmers' WUAs have achieved good results in their operation: they have improved water in irrigation,and utilization rate has alleviated the contradiction of scarcity of water resources to a certain extent;It has promoted farmers' participation enthusiasm and actively participated in the maintenance work of farmland water conservancy facilities,which formed the situation of “drainage and canalization”;democratic decision-making,scientific decision-making;It has lightened the burden of farmers,made the funds transparent and other achievements.Through the data from the questionnaire survey,it was found that the problems of lack of farmers' awareness,the shortage of funds and the weak foundation of irrigation canal engineering,the lack of ability of the association leaders and the lack of enthusiasm for work,affected the good development of the association.According to the problems of the association,we consulted the experience of the internation and domestic Jilin Province,and according to the actual problems,we put forward optimal opinions and propaganda work of the association so that the farmers' consciousness of participation enhanced and the understanding from the thought raised.Supporting efforts to provide a good institutional environment and financial support for the development of the Association;selection of capable elite talents,training of talents,and impetus for the development of the Association;improvement of follow-up management of the Association and accountability to the Association;The association's support efforts will promptly follow up on the development of the association and support the development of the association to promote the association's better development.
