Research On Delineation Of Forest Red Line In Yan'an,China

The ecological red line refers to the area with important ecological function and must be strictly protected.Forests are important natural resources and strategic resources.The delineation of forest red line is of great significance to ecological security,homeland security and promoting sustainable development.In this research,taking Yan'an forest as an example,this research evaluated the value of the forest's ecosystem service function and eco-environmental sensitivity.Analytic Hierarchy Process(AHP)is used to determine the weight of evaluation indexes.Using ArcGIS to determine the area and boundary of forest red line.Finally,some advice about management of forest red line,are given.The main conclusions of the study are summarized as follows:(1)The ecological sensitivity evaluation index system was constructed,the sensitivity of soil and water loss and the importance of forest ecological function were evaluated in Yan'an.The total area of the highly sensitive area was 9751.24km~2,accounting for 26.82%of Yan'an;extremely sensitive area of the total area was 2710.26km~2,accounting for 7.47%of Yan'an.In the spatial distribution,the areas with high sensitivity soil erosion were mainly concentrated in the northern part of Yan'an.The importance of forest ecological function was evaluated from two aspects of soil conservation and water conservation.Very important and highly important regional area was 4418.76km~2,accounting for 33.38%of the total forest area of the study area.The Extremely and highly important area of water conservation was 4164.6km~2,accounting for 31.46%of the total forest area in the study area.The areas were mainly distributed in the southeast and southwest of Yan'an,and other areas of higher forest coverage.(2)Based on the spatial analysis function of ArcGIS and the results of the second survey of forest resources,the boundary and area of forest red line were determined.The area was10761.30km~2,and the forest red line accounts for 29.10%of the total area of Yan'an.In the spatial distribution,they were mainly distributed in the southern part of Yan'an City,such as Huangling County,Fu County,Ganquan County,Huanglong County,as well as northern Yan'an County such as Yanchuan County,Zichang County,Wuqi County.The quantity of forest red line was determined to be 15119.46km~2,accounting for 40.9%of Yan'an City.(3)Some suggestions on the construction of red line management measures,were given,including the development of corresponding laws and regulations,the implementation of hierarchical classification management,government departments coordination,encouraging public participation,compensation mechanism,the establishment of assessment system and setting up dynamic monitoring platform.
