With the continuous development of China’s national economy,transportation is playing an increasingly important role.At the same time,the increase of citizens’ car ownership makes the problem of congestion and environmental pollution more and more serious.Therefore,Considering the decision-making psychology and behavior characteristics of travelers,it is of great significance to study the traffic assignment under the regulation of road pricing for formulating reasonable traffic management strategies.Firstly,based on the behavioral decision theory,this paper analyzed the traveler’s travel behavior and decision-making process.Then,considering the two decision attributes of travel time and congestion toll,this paper described the travel decision process of travelers,established the measurement system of cross travel utility and the decision rule of path selection based on cross travel utility.Secondly,considering the elastic demand based on the cross travel utility,this paper established a deterministic network user equilibrium model and its equivalent variational inequality based on the cross travel utility,and put forward the algorithm to solve the model,and made a case analysis of the route flow distribution characteristic under the condition of considering the cross travel utility and elastic demand.Finally,considering the cross travel utility and the elastic demand,this paper analyzed the situation of the decreasing of reference point effect in the travel path selection process,gave the function of the cross travel utility changing with time,established the corresponding user equilibrium model,and analyzed its influence on the traffic assignment of the road network through an example.In this paper,the cross travel utility and the impact of elastic demand on the distribution of road network traffic in the implementation of road pricing are analyzed theoretically,which enriches the relevant research on road traffic network,and has certain practical significance for the scientific and reasonable planning of road network and the improvement of urban traffic condition.
