| China’s economically developed areas are mostly located in the lower reaches of rivers and mainly rely on embankment projects whice plays a significant effect of disaster reduction in flood control and resistanceto protect cultivated land,people’s safety of property and life.The dyke wrecked will cause serious loss which includes people’s life and property.In order to prevent risks,itis necessary to comprehensively analyze the causes of risks and the degree of harm.Therefore,it is of great significance to evaluate the safety of embankment project through risk analysis.The Jiangdu Section and Gaoyou Section(including Gaoshui River,the same below)in Yangzhou are the water supply channels for the South-to-North Water Diversion Project’s eastern route,as well asJiangdu Pumping Station’s waterlogging channels for the drainage of Lixia River area.The East embankment is the flood protection barrier for Lixia River area and is the gradeI embankment of the country.Because most of the East embankment and embankment-crossing structures of Li Canal in Gaoyou and Jiangdu have a long history of construction.The earliest culvert sluice(such as Zi Ying sluice)was built in the Qing Dynasty At present,there are different safety hazards in some embankment sections.Once the embankment and embankment-crossing structures fail,they will cause significant loss of life and property and immeasurable social impact.During the continuous high water level operation of the Li Canal,although the operation management department strengthens the inspection of important dangerous engineering sections of the embankment as key objects of prevention and control,it is difficult to accurately grasp the actual operation safety state of the embankment project due to the lack of systematic research on the risk degree and damage mode of theembankment and the incomplete safety monitoring facilities,whichbring much difficultyto management department’s engineering dispatching and safety managementand make it difficult to provide daily management data support for the future project reinforcement.By studying the history and current situation of the levee engineering in Jiangdu and Gaoyou sections of the East levee of the Li canal,this paper sorted out all kinds of hidden dangers and made a detailed investigation of typical dangerous sections.Combined with the actual operation,the potential failure mode of the east embankment of The Li Canal is analyzed.Based on the risk assessment theory,the risk matrix method is used to calculate the risk of the typical section of the east embankment of Li Canal,and the comprehensive safety evaluation of the typical dangerous section is carried out.With reference to the dam risk standard,the life risk standard,economic risk standard and social risk standard of the east embankment of The Li Canal are preliminarily drawn up,and the hazard discrimination standard of the soil embankment and typical buildings breaking through the dam is put forward,and the classification of dangerous sections based on the risk concept is preliminarily realized. |
