The ongoing construction of the Dalian Bay cross-harbour tunnel is one of the most important livelihood projects in Dalian in recent years,as well as an important section of the rapid transport network in Dalian.However,due to the particularity of its construction method.Subsea tunnel construction requires a lot of underwater operations,and the requirements for construction environment are higher than other underwater construction activities At the same time,it brings a certain degree of difficulty to maritime affairs supervision,and at the same time puts forward higher requirements.On the other hand,there is a lack of such experience in the history of maritime supervision over water sports and underwater activities in Dalian.How to ensure the successful completion of the construction project safely and effectively Giving full play to the function of maritime administration in ensuring the rapid and steady development of local economy,and providing experience for the construction above water and under water in the future.will become the important direction of this paper.Based on the analysis of the maritime supervision mode of the Dalian Maritime Safety Administration,this paper focuses on the maritime supervision over the construction of the Dalian Bay Cross-harbour Tunnel Combining the advanced experience of other countries and regions at home and abroad in the supervision of large-scale construction activities on water and under water,referring to the newly promulgated regulations of the People's Republic of China on the administration of navigation safety for water sports and underwater activities(order No.2 of 2019 of the Ministry of Transport of the People's Republic of China),through the use of literature analysis,field research and other methods,this paper analyzes the present situation and problems of maritime supervision in Dalian Bay Cross-harbour Tunnel construction,and puts forward some solutions and countermeasures.The full text is divided into six parts:In part 1,the research background and significance of this paper are determined,the research ideas and methods are expounded,and the relevant information in the current field is obtained through the description of relevant research at home and abroad.In part 2,this paper explains the concepts involved in maritime supervision,expounds the theoretical basis of this paper,and how to combine the theoretical research with the practical problem analysis.In part 3,this paper expounds the general situation of the project under construction of the Dalian Bay Cross-harbour Tunnel and the maritime supervision measures,and connecting with the present situation,points out the problems existing in and encountered in the maritime supervision work of the construction of the cross-harbour tunnel,and in view of each question existence and produces the reason to carry on the analysis elaboration.In part 4,this paper expounds the typical overseas maritime supervision practices and other domestic maritime supervision methods of maritime supervision of underwater and aquatic activities,and analyzes the present situation of supervision of the construction of the Dalian Bay sea-crossing tunnel project,and puts forward some worthy references.In part 5,based on the analysis of the above problems and the experience drawn from,mainly from establishing the scientific management idea,perfecting the maritime supervision and Communication Mechanism of the construction ships,improving the quality and professional ability of the maritime supervision personnel,and promoting the information construction,etc.Put forward the concrete solution and suggestion.In general,to study the marine regulatory work of the Dalian Bay Cross-harbour Tunnel under construction,it is of great significance for maritime authorities to innovate the mode of maritime supervision,continuously improve the quality of maritime supervision and further improve the efficiency of maritime supervision.
