| River is the origin of human civilization.It could be said that each river was our mother river,as human beings had been living by it since ancient times and their daily life was inseparable from it.With the deepening of China’s development in industry and agriculture,most of the sewage produced by the industry and agriculture were drained off into rivers nearby,which caused water pollution and ecological deterioration,and even resulted in black or smelling water,eutrophication and groundwater pollution,seriously affecting on people’s normal life.109 small and medium-sized rivers in Zhuanghe city constituted its nine major river systems,such as the Biliu River and the Yingna River.Most of these rivers originated from northern mountain areas and flowed through hills and plains,and finally joined in the Yellow Sea.At present,many problems had drawed our attention,such as low flood control standards,poor ecological environment and inappropriate river planning about small and medium-sized rivers in Zhuanghe.The relevant departments of Zhuanghe government had set out to govern its small and medium-sized rivers since 2000.In each stage,the management of small and medium-sized river was mainly focused on problems as river pollution,the storage capacity of rivers as well as the frequent occurrence of floods.With the continuous promotion and higher stands of governance,a great governance mode took place from hardening methods which only paid attention to controlling floods and drainage to protecting the original eco-environment of the river and maintaining the original ecological barrier of these rivers.This thesis aims to research the comprehensive regulation governance of small and medium-sized rivers in Zhuanghe by means of investigating on the spot and searching for materials to know the natural situation and each index of every river so as to deeply analyzing and solving existing problems.According to the topography of Zhuanghe,these rivers could be divided into two types as plain and hill types.This article will summarize and research the governance methods based on above two types of rivers.The guidelines of river regulation as “greening and practicality” will be put forward instead of the characteristics.Finally,on the condition that the design is of great practicability and exploitativeness,the comprehensive renovation design would be carried out to govern the northern tributary of the Xiaosi River.The objectives of this topic were to give references on rivers regulation in Zhuanghe and even for Liaoning Province and the whole country. |
