With the continuous acceleration of urbanization process,the world has established a developed transportation network,but the growth of traffic demand is far higher than the growth of roads and other transportation facilities,resulting in a series of problems such as environmental pollution,traffic congestion and traffic accidents,which always threaten people’s health.In order to improve the air quality of urban environment,a series of vehicle exhaust control measures have been taken actively in various cities,but the urban traffic system is a complex system.Although these measures improve the urban environment to a certain extent,they can not fundamentally solve the worsening environmental problems in the city.Therefore,we should learn from the successful experience of international motor vehicle emission control,study the driving characteristics of urban road vehicles,explore reasonable and accurate prediction methods of air pollutants,and establish effective urban low emission areas.It has important theoretical guidance significance and application value for the assessment of road air pollution level,the formulation of management and control strategies,the improvement of urban central air quality,and the alleviation of urban traffic congestion.Based on the high-definition smart checkpoint data,roadside monitoring station air pollutant data and meteorological data of Hangzhou City,the main air pollutants of typical urban roads are studied in this paper.The refined traffic flow data of Hangzhou city are processed to explore the temporal and spatial variation law of typical road traffic flow.At the same time,combined with the data of the fixed monitoring station,using the support vector machine regression air pollutant concentration prediction model considering the traffic state parameters,this paper studies the logit model based on the typical road traffic flow and pollutant prediction data,proposes the reasonable charge management and control of the urban low emission area,improves the urban road service level,reduces the vehicle exhaust emissions,and finally designs and develops the urban low emission area.Traffic control system.The main research work of this paper is as follows:(1)Based on Hangzhou vehicle capture identification data and motor vehicle registration information data,this paper studies the typical road traffic flow time series of the city,and proposes a traffic flow missing complement algorithm based on singular value decomposition to complete the capture of missing data in HD smart card slot.To analyze the dynamic changes of urban typical road traffic flow in different periods(including total flow,local vehicle traffic,various types of vehicle traffic,various standard vehicle traffic,etc.).The results show that the typical road traffic flow has obvious regularity in time and space,and the singular value threshold algorithm can better complete the missing traffic flow data.In conclusion,it can provide data support for the construction of the charging model of urban low emission area and the formulation of the traffic guidance strategy,and has theoretical guidance for improving the level of air quality and easing traffic congestion.(2)This paper taking PM2.5 as an example,the paper analyzes the influence of vehicle flow,number of vehicles with different emission standards,average speed of traffic,wind direction,wind speed,temperature,humidity and other factors on the concentration change of PM2.5,and constructs SVR considering vehicle flow.Taking a certain area of Hangzhou as an example,the application of SVR considering the factors of traffic flow is carried out.The results show that the prediction coefficient R2of the prediction model is 0.871,which is 5.9%higher than that of SVR without considering the factors of traffic flow.(3)This paper taking 8 roads of 4 typical roads in Hangzhou suburbs as the research object,we carried out high-definition data processing of road traffic flow and average speed of road section,established a reasonable pricing model of vehicle pollution charges,alleviated urban traffic congestion and improved air pollution.The research shows that the proper setting of traffic pollution charge will guide people to actively use public transport to travel,realize the optimization of urban vehicle structure,and achieve the significant improvement of urban air pollution in the future,and the traffic congestion will be alleviated day by day.(4)This paper analyzes the demand of the traffic control system in the low emission area of the city,determine the overall design scheme,based on the data of electronic bayonet and fixed monitoring station,combined with the algorithms such as the missing completion of traffic flow data,air pollutant concentration prediction,logit model,etc.The traffic control system of urban low emission area based on client/server architecture is developed,and the functional modules and implementation process of the system are described in detail.
